I'm not sure that we have anything in wide use that would indicate a
mostly broken fountain. Perhaps
intermittent = yes or
fountain = intermittent ?
Or put a note="Intermitent fountain".
Is there any hope of bringing the broken fountain to the attention of
some agency that would fix it?
