Not surprising really, since even the clever people at ISO don't seem to have cracked it. See here <http://www.isotc211.org/address/address.htm>. It would be nice to think that someone involved in OSM is also involved with this ISO work.

For myself, I've invented a 'highway=name_only' tag & drawn a way with 'name=Addison Terrace'. The JOSM terracer is happy with this, and it renders OK in Mapnik so it will do for the time being.
I should think that Nominatim will ignore it.
Setting 'addr:housename=1 Addison Terrace' etc (or housenumber) just seemed too clunky.
