You would have to use dedicated software programs. iloe on iPad, Vespucci or OsmAnd (only POI) on Android. Neither has support for editing relations or even for not 'breaking' relations when splitting ways. Maybe I should try what happens when combining ways that are part of a relation with Vespucci. The advantage is that Vespucci and OsmAnd are open source, so for somebody who knows a bit of Java it's possible to enhance them.
