So something along the lines of find the direction and distance of one or more transmitters?
That would involve identifying the lat long of the receiver and transmitter. Use a local copy of the OSM file it's in XML format. I'd probably use Visual Basic only because of the debug tools plus I have some sample code. You need to identify the tags on the transmitter but there should be algorithms around that can work out distances etc. If you have contour data available you could take that into account. Usefulness well in Canada we now have digital TV rather thanpay for cable but its difficult for an end user to find the transmitters.
