For the same "consistency" target, I always map the address in the same way : on a node on the building outline as the entrance. Because I don't like city maps where the address is sometimes on a polygon and sometimes on a node just because the building is multiusage (something not related with the address). I keep the inconsistency for the POI itself : only put the POI data (shop, amenity, etc) on the polygon when it is exclusive (and nodes inside the building in other cases). Note that the polygon is not necessarily the building itself but the perimeter of the feature. For instance, a school polygon is usualy more than a simple building (might include several buildings, school yard, etc).
