I reworded a bit the wiki. The traffic signs are really optional. It's only tagged by people frustrated by the completness of their local area in OSM ;-) If you really want to waste your time in tagging traffic signs, you should put a node besides the highway way, where the sign is physically. It's not really important to say on which direction it applies since the primary information is present on the way itself (tagged with maxspeed=*).
