Windows XP has very decent burning software built in.  If you put in a
blank recordable disk it will give you the option to open up a temp
directory...  You drag and drop files to burn into that directory and then
at the click of a mouse you burn that dir onto a cd.

Windows XP does not make burning raw ISO files easy though, you need a
companion program like:

http://isorecorder.alexfeinman.com/isorecorder.htm

That will using XP's cd recording ability to record ISOs.

I recommend downloading and installing that program. (You don't need the
"Create CD" program, you only need the isorecorder program..)

Then to record an ISO image, just download it to your computer..  drop a
blank CD in your drive..  If a dialog box comes up asking you what you
want to do, just hit cancel..  then right click on the ISO image and
select "Copy Image to CD"...  and follow the few simple steps..
