The ATI tv card support in Linux was not so great, at least two years ago
when I was trying to get my ATI all-in-wonder card to work. I eventually
did get it to let me watch TV in linux, but it wasn't "video4linux"
compatible so I had to use different programs to get it to watch video--it
wouldn't just work with the "normal" programs. I might have also had to
install some kernel thingy. At any rate, if you've got the $50, I'd
recommend just buying a cheap video4linux compatible card. If not, get
back to me and I'll try and look up what drivers I used for the ATI card.

This sentence would be seven words long if it were six words shorter.
