You're not logging into KDE as root are you?  If you log in as root, the menu 
is stripped down to nothing.  When using Linux, make sure you do all your 
normal work as a regular user (you should have set one up at the install 
fest) including when you start KDE.  This is a security thing.  If you decide 
to run everything as the root user, then it's at your own risk.
