Check /etc/X11/XF86Config for the following section:
Section "InputDevice"
Identifier "Mouse1"
Driver "mouse"
Option "Protocol" "IMPS/2"
Option "Device" "/dev/psaux"
Option "ZAxisMapping" "4 5"
EndSection
With a generic scroller button PS/2 mouse, you want
Option "Protocol" "IMPS/2"
So make sure that's in there instead of something funky.
