That's a question for Qwest tech support. There are many kinds of
DSL, some of which behave the way you mention. The question to ask is
if it's symetric (SDSL) or asymetric (ADSL). If it's symetric the up
and down don't effect each other (someone please correct me if I mixed
them up).

Throttling can be done using some fun iptables rules, but for
bittorrent there's an option to cap the rates. From the FAQ (always
check there first):
How do I limit the amount of bandwidth consumed by BitTorrent?
Use the --max_upload_rate command line parameter, which takes an
upload rate in kilobytes/sec.
