I just did this in Fedora, so I think it is the same. If not, someone else will have to answer. Right click on the task bar (in an empty space). Go to "Add to Panel" and then to "Utility." Click on the "Battery Charge Monitor." That actually adds the meter to the task bar. However, mine wasn't working after I did that because I did not have ACPI on. To do that go to /boot/grub/grub.conf and add acpi=on to the end of the line that describes your kernel. The line should look like "kernel /vmlinux... acpi=on" I hope that helps.
