I'm hoping for a clean install or the ability to simply flatten my 2nd hard drive and be right back to running WinXP (sorry for offending anyone! :) ).
If you're installing Fedora on a second drive (always the easiest way to install Linux, IMHO), the only thing it should mess with is the boot loader, giving you the choice to boot to either windows or linux. Assuming the worst and FC3 somehow manages to be completely unsuccessful at that, make sure you have your WinXP cd lying around which apparently has some utility to make your computer entirely forget Linux was ever installed.

But again, this is worst-case scenario--but as long as you can "Restore the MBR" you'll be okay.
2. If I use 30 GB total for Fedora Core 3 I was thinking a 2 GB swap, 128 MB /boot, and what's left of the 28 GB for everything else. Does this sound good?
I never make a separate partition for /boot (you don't have to have one) but you can feel free to if you like. 2 GB is pretty big for a swap but you're never going to fill up that 60GB drive with just Linux stuff alone, so go for it.
4. I assume ext3 is the filesystem I should use except for swap which would be swap. Is this correct?
That's what I'd recommend.
5. Which is preferred, LILO or GRUB?
Grub.
