I'm not sure I understand the question. Yes, there is a significant difference between a CD iso and a DVD iso - the size. A CD .iso file can only be up to about 700 MB, while a DVD iso can be up to around 4.7 GB (for single-layer DVDs) or around 8 GB (for dual-layer DVDs). As far as I know, there's no *formatting* difference between the two types of iso files.

Quite simply, if you really don't have a DVD writing device, you can't write the DVD. Neither Nero, nor EasyCD Creator, nor any other bit of software will change your CD writer to a DVD writer, if it doesn't already have the capability. You *could* mount the iso file and extract the files inside if needed (mount -o loop /path/to/iso/file /path/to/mount/point), but that's about it.

K3B should work for you.

Use Tools --> DVD -->  Burn DVD ISO Image...
