Connect to the PKI Admin GUI, modify the CA's Extension, so that authorityKeyId has that value "issuer", your need to remove the ":always".

Is it the right way to obtain a signed certificate ? I've got the same error when tryin "by hand" with the Certificate I received by mail (openssl req -new -in ResultSmime.p7s)
