MONTENEGRO'S SNP REMAINS FIRM IN ITS STAND ON DRAFT LAW ON TRIBUNAL
BELGRADE, June 21 (Tanjug) A delegation of Montenegro's Socialist=
=20
People's Party (SNP) remained firm in its stand to vote against a bill on=20
Yugoslavia's cooperation with The Hague tribunal in federal parliament,=20
during consultations with the Democratic Opposition of Serbia (DOS) in the=
=20
federal parliament on Thursday, delegation members told Tanjug.
Following today's consultations of the federal coalition members,=
=20
the draft law was withdrawn from parliament procedure and federal=20
parliament will hold the set session for Friday with all the other items on=
=20
the agenda.
The SNP, which is opposed to the extradition of Yugoslav citizens,=
=20
offered a compromise solution that the federal parliament adopt a general=20
framework for cooperation with The Hague tribunal, and that concrete forms=
=20
based on the Constitution be defined in the two republics, either by their=
=20
parliaments or governments.
DOS WITHOUT DECISION ON COOPERATION WITH ICTY
BELGRADE, June 22 ( Beta) - The meeting of the DOS ruling alliance=
=20
presidency, at which its leaders discussed new models of cooperation with=20
The Hague-based International Criminal Tribunal for the Former Yugoslavia=20
ended just after midnight without an announcement of a final agreement.
However, BETA's source in DOS, who attended the meeting, said that=
=20
a political agreement had been reached on the legal framework for=20
cooperation with ICTY. The same source said that it will "be regulated very=
=20
soon."
The DOS leaders said they would continue their meeting on June 22.
The leader of the Democratic Christian Party and Serbian Justice=20
Minister Vladan Batic said to journalists that "everything will be all=
right."
The meeting of the DOS presidency followed on the heels of the=20
failure to reach an agreement on adopting the extradition legislation in=20
the Yugoslav parliament with the federal junior coalition partner, the=20
Montenegrin Socialist People's Party.
COOPERATION WITH THE HAGUE BY DEFAULT
BELGRADE, June 22 ( Free Serbia) - Federal Interior Minister Zoran=
=20
Zivkovic stated on Thursday that the Socialist People's Party showed by=20
refusing the Law on cooperation with the Hague Tribunal that it wasn't=20
aware of its responsibility to history and as a consequence, the=20
cooperation will take place by default. Adopting the document in the=20
Serbian Parliament is impossible for a number of reasons, and we will=20
cooperate with the Hague Tribunal by default, stemming from the fact that=20
we are a UN member-country, and therefore obliged to cooperate, Zivkovic=20
stated in Serbian Parliament.
Serbian constitution doesn't allow extradition, Zivkovic specified=
=20
and contemplated upon the purpose of the federal state in that eventuality.
DOS MUST FIND SOLUTION WITHOUT SNP SERBIAN JUSTICE MINISTER
BELGRADE, June 22 (Tanjug) The Democratic Opposition of Serbia=20
(DOS) must find a solution for cooperation with The Hague tribunal without=
=20
the Socialist People's Party of Montenegro, Serbian Justice Minister and=20
DOS leader Vladan Batic said late Thursday.
After the Yugoslav government decided to withdraw a bill on=20
cooperation with the ICTY from the Yugoslav parliament session agenda=20
because DOS's coalition partner from Montenegro opposes the extradition of=
=20
Yugoslav citizens to the ICTY, Batic told Radio and Television of Serbia=20
(RTS) that, in conformity with the federal constitution, the issue cannot=20
be in the competency of the federal unit.
Disregarding various attempts and efforts, wrangling and=20
speculations in the past days that Serbian parliament could debate the=20
bill, that would not be in conformity with the constitution, and such a=20
decision would soon be overturned in constitutional court, Batic said.
YUGOSLAVIA-THE HAGUE TRIBUNAL-REACTIONS
DEL PONTE, FISCHER URGE YUGOSLAVIA'S FULL COOPERATION WITH HAGUE TRIBUNAL
BERLIN, June 21 (Tanjug) German Foreign MInister Joschka Fischer=
=20
and The Hague international tribunal chief prosecutor Carla del Ponte=20
agreed in Berlin on Thursday that Yugoslavia must realize full cooperation=
=20
with this tribunal if it wants the international community to show=20
understanding for its problems.
Fischer said he expected responsible figures in the new democratic=
=20
authorities of Belgrade to extradite all persons indicted for war crimes in=
=20
former Yugoslavia. This means not only former Yugoslav president and=20
current Socialist Party of Serbia President Slobodan Jovanovic, but also=20
former Republika Srpska president Radovan Karadzic and former Republika=20
Srpska Army commander Ratko Mladic, and others, he said.
Del Ponte did not wish to elaborate on the reasons why she had=20
postponed her visit to Belgrade, but said the visit would take place in=20
July, when she would meet in Belgrade with the federal and republican=20
justice ministers.
Del Ponte remarked optimistically that she still expected=20
Yugoslavia's full cooperation with the international tribunal.

EU RULES OUT DONOR CONFERENCE POSTPONEMENT
BRUSSELS, June 21(Reuters) =96 The European Union today ruled out=
=20
postponing the international donor's conference for Yugoslavia despite=20
Belgrade's decision to withdraw the bill on cooperation with The Hague.
"The preparations for the donors' conference are continuing. There=
=20
is no question of postponing it," European Commission spokesman Gunnar=20
Wiegard said this afternoon, stressing the importance of the meeting in=20
ensuring the stabilisation of the Yugoslav economy.
Along with fellow organisers the World Bank, the EU has adopted a=
=20
softer line on Belgrade's obligations to The Hague, compared to US=20
insistence on concrete steps towards cooperation before confirming its=20
participation.
"Obviously, every step that the Yugoslav federal institutions take=
=20
towards enabling all donors to actively participate in the conference is=20
welcome," said Wiegand.
YUGOSLAVIA BECOMES FULL MEMBER OF E.U. SCIENCE PROGRAM
BELGRADE, June 21 (Tanjug) In early June, Yugoslavia became a=20
full member of COST, the coordinating program of scientific and=20
technological research, which acts within wider activities of=20
scientifictechnological cooperation of the European Union, the Federal=20
Foreign Ministry said on Thursday.
COST was established in 1971 as an intergovernmental framework for=
=20
European cooperation in scientific and technological research, which=20
enables research financed from home funds to be coordinated at European=20
level. Scientists from 33 membersstates and about 50 organizations from 14=
=20
other countries cooperate on over 200 COST projects. Yugoslavia is the 34th=
=20
member of COST.
YUGOSLAVIA-STABILITY PACT
PAJEVIC: BALKAN STABILITY PACT FIRST STEP TOWARD EUROPEAN INTEGRATION
BUCHAREST, June 21 (Tanjug) The first informal meeting of Balkan=
=20
Stability Pact national coordinators and representatives of several donor=20
countries was held in Bucharest on Thursday.
The meeting was organized by the Bucharest office of Pact regional=
=20
representative Mihai Razvan Ungureanu, the personal envoy of Pact=20
Coordinator Bodo Hombach.
Yugoslavia is represented by the national coordinator for the=20
Balkan Stability Pact, Milan Pajevic. Pajevic said the Balkan Stability=20
Pact was the first step toward the integration of Europe.
The participants in the meeting considered important issues which=
=20
will be the topics at a regional conference of the Pact in Brussels next=
week.
In a statement to reporters, Ungureanu underscored that the Balkan=
=20
Stability Pact has a big role in the democratization of Yugoslavia.
YUGOSLAVIA-SLOVAKIA
MINISTER LJAJIC IN SLOVAKIA
BRATISLAVA, June 21 (Tanjug) Yugoslav Minister of Ethnic and=20
National Communities Rasim Ljajic and Slovak Foreign Minister Eduard Kukan=
=20
met in Bratislava on Thursday, focused talks on Hungary's new socalled=20
status law and agreed the possible status imposed by this law on ethnic=20
Hungarians should not be dramatized.
The ministers agreed Slovakia and Yugoslavia would each clarify=20
any problems they might have through the implementation of this law on=20
their citizens in a dialogue with Hungary.
Ljajic and Kukan underscored that there was no basis in=20
speculation that the objective of their meeting was to prepare joint=20
countermeasures in connection with this law.
The ministers described the relations between Yugoslavia and=20
Slovakia as friendly and excellent, without any outstanding issues, in=20
which the Slovak minority in Serbia's Vojvodina province has the role of a=
=20
bridge between the two countries.
Ljajic and Kukan concurred that territorial integrity is the basis=
=20
of stability in relations between states, especially in a region such as=20
the Balkans.
During the day, Ljajic also met in Bratislava with Slovak Justice=
=20
Minister Jan Carnogurski.
The two ministers exchanged views on the situation in southeastern=
=20
Europe, as well as possibilities for cooperation between the two countries,=
=20
the Ministry statement said.

PRESIDENT KOSTUNICA DISCUSSES KOSOVO WITH EVERTS

met OSCE Mission in Kosovo Head Daan Everts in Belgrade today for talks on=
=20
the future of the province.
Discussions covered the safe return of displaced Kosovo Serbs, the=
=20
problem of missing persons and preparations for the November elections.
A statement from the office of the president said that Everts had=
=20
expressed hope that the situation in the province would soon improve and=20
that repatriation would begin shortly.
President Kostunica reiterated Belgrade's opinion that UNMIK's=20
constitutional framework for temporary self-management prejudices the final=
=20
status of the province and failed to provide guarantees for the rights of=20
Serbs and other non-Albanian communities.
YUGOSLAV PRESIDENT RECEIVES ROMANIAN SENATE SPEAKER
BELGRADE, June 21 (Tanjug) Yugoslav President Vojislav Kostunica=
=20
received Romanian Senate Speaker Nicolae Vacaroiu in Belgrade on Thursday.
The two sides expressed satisfaction with the development of=20
bilateral relations and stressed the importance of closer parliamentary=20
cooperation for improving the overall bilateral relations, a statement from=
=20
the presidential cabinet said.
Kostunica stressed the significance of putting joint economic=20
projects into operation, which would help strengthen integrational=20
processes and cooperation in the region.
The two sides also declared their countries' readiness to pool=20
their efforts for settling the problems of terrorism and organized crime in=
=20
the region, so as to create the basic preconditions for a lasting peace and=
=20
stability in the Balkans.
SVILANOVIC MEETS WITH VACAROIU
BELGRADE, June 21 (Tanjug) Romanian Senate President Nicolae=20
Vacaroiu conferred with Yugoslav Foreign Minister Goran Svilanovic on=20
Thursday, within a twoday visit to Yugoslavia.
In the talks, the sides expressed pleasure at the stepped up=20
political dialogue over the past period and that this meeting is taking=20
place just after the very successful visit of Yugoslav President Vojislav=20
Kostunica to Bucharest. This has given significant impetus to the further=20
development and promotion of comprehensive bilateral cooperation.
In the new circumstances, Yugoslavia and Romania are interested in=
=20
closer mutual links, primarily in the economy, in particular on capital=20
projects of common interest, such as the hydroelectric power plant Djerdap=
=20
1 and 2, and the ConstancaTrieste oil pipeline, a statement by the Federal=
=20
Foreign Ministry said.
NBJ GOVERNOR DINKIC: ECONOMISTS' HANDS TIED WHILE POLITICIANS PONDER
BELGRADE, June 21 (Tanjug) Yugoslav National Bank Governor=20
Mladjan Dinkic said on Thursday that the ruling structures' delay in=20
meeting Yugoslavia's international obligations is irresponsible and shows a=
=20
lack of seriousness, since polemics are underway on the form of the law on=
=20
cooperation with The Hague tribunal, while the essence of the problem is=20
whether there is a wish to meet the obligations to The Hague tribunal or=
not.
Speaking in an interview to Voice of America, Dinkic said the=20
hands of the people who are implementing economic reforms are tied because=
=20
politicians who should carry out international obligations are now=20
hesitating. There is no room for any doubts, since Yugoslavia is a=20
memberstate of the United Nations, Dinkic said, and warned that politicians=
=20
must decide whether they will take the country all the way into the=20
international community or take it back to where it was on Oct. 5 last year.
The direct price of this pondering over cooperation with The Hague=
=20
tribunal could be the one billion and 300 million dollars which was to go=20
to Yugoslavia at the upcoming donor conference, the sum indicated by the=20
World Bank when it was believed the political situation in Yugoslavia would=
=20
be in order, he said.
PRIVATIZATION WILL SPUR SERBIAN ECONOMIC REFORM MINISTER
BELGRADE, June 21 (Tanjug) Privatization will produce an economic=
=20
reform, which is vital to Serbia, according to this Yugoslav federal unit's=
=20
minister of the economy and privatization on Thursday.
Presenting a privatization bill package in parliament, Aleksandar=
=20
Vlahovic said the legislation is crucial to economic growth, social=20
stability and business regulation.
According to Vlahovic, privatization must produce capital for=20
further investment and a strong management, "because our economy is in a=20
deep crisis, deeply in debt, latently obsolete".
KOSOVO-METOHIJA
HOMBACH URGES KOSOVO MEMBERSHIP OF FREE TRADE ZONE
GRACANICA, June 21 (FoNet) =96 Stability Pact Coordinator Bodo=20
Hombach pledged today he would get Kosovo admitted to the Southeast Europe=
=20
free trade zone.
Addressing press in the village of Gracanica, Hombach offered aid=
=20
to the Kosovo Serb community in reviving the small business market.
He stressed support for UNMIK's program for Kosovo Serb=20
repatriation, adding that the pact's political backing and investment would=
=20
be directed to this end.
KOSOVO FIRST, THEN MACEDONIA, SUGGESTS IVANOV
MOSCOW, June 21(Reuters) =96 Russian defence minister Sergei
Ivanov=
=20
suggested today that NATO should finish their job in Kosovo before wading=20
into Macedonia.
"Before carrying out an operation to disarm the fighters in=20
Macedonia, I think the same should probably be done in Kosovo, from where=20
in fact the whole thing originates," Ivanov said.
He blamed the crisis in Macedonia on NATO's failure to disarm=20
Albanians in Kosovo, echoing President Putin's claims that the "Kosovo=20
scenario" was being re-enacted over the border.
Ivanov nevertheless signalled Russia's willingness to take part in=
=20
the NATO operation to collect weapons in Macedonia.
"If we are invited, and I mean invited to take part on equal=20
terms, I could well see that," he told Interfax.
UNHCR: SERBIA, KOSOVO RECEIVE NEARLY 50,000 REFUGEES FROM MACEDONIA
SKOPJE, June 21 (Tanjug) Some 48,000 Macedonian nationals have=20
found refuge in south Serbia (Yugoslavia) and its UNruled Kosovo Metohija=20
province since fighting broke out in Macedonia, the UN High Commissioner=20
for Refugees (UNHCR) Skopje Office said on Thursday.
Also, according to the Macedonian Red Cross, more than 30,000=20
people have been internally displaced as the result of the outbreak of=20
ethnic Albanian violence in this former Yugoslav republic.
Macedonia's ethnic Albanians have been leaving also for Turkey,=20
Albania, or some western countries since the fighting erupted in earnest=20
earlier this year, but the exact figure is not known.
While ethnic Albanians from Macedonia are fleeing to Kosovo=20
Metohija, official figures show that there are still some 7,000 ethnic=20
Albanians from KosovoMetohija still in Macedonia, sheltered there before=20
and during NATO's 1999 airstrikes on Yugoslavia.
Ethnic Albanians leaving Macedonia register only with the UNHCR,=20
while Macedonian Slavs and Serbs register with the local Red Cross=20
organization.
SERB SHOT DEAD IN KOSOVO
GNJILANE, June 21 ( B92) =96 Three Albanians have been arrested in=
=20
connection with the fatal shooting of a Serb in Kosovo, UN police have=20
announced.
The man was shot dead as he drove through the village of Grizime=20
near Kamenica late last night.

MONTENEGRO INTRODUCES EURO AS ITS CURRENCY
PODGORICA, June 21 ( Beta) - Montenegro is preparing to abandon=20
the German mark as its currency, and switch to EURO, announced Montenegrin=
=20
Central Bank. The currency conversion program should be adopted next month,=
=20
followed by educational campaign to inform citizens and businessmen about=20
the shift. It is estimated that around 200 million German marks will have=20
to be exchanged for EUROs in Montenegro. The conversion program for a=20
single European currency is coordinated with the schedule of European=20
Central Bank. The new currency is already in use in some countries, and is=
=20
to be introduced to EU member countries by January 1, 2002
