The European Bank for Reconstruction and Development Appraisal:
Yugoslavia - the most successful among 27 countries in transition

In year 2002 Yugoslavia has a historical chance 'to get on its own 
feet', and within the period of three years to restore what was ruined 
in the last decade as well as to improve its economy, said Miroljub
Labus, 
Federal Deputy Prime minister, speaking at the promotion of the 
Annual report of the European Bank for Reconstruction and Development 
(EBRD) on the countries in transition. 

The future of Yugoslavia, as a small and poor country, lies in the 
co-operation with the world and in hard work because it should not
permit 
itself to depend on foreign donations though welcome at the beginning 
of the reform process, he added. Judging by the initial results of the 
reforms in the first half of the last year included in the EBRD report, 
Yugoslavia is on its right way because, among 27 countries in
transition, 
she has made the greatest progress towards market economy in Eastern
Europe.


Every Step Ahead Is Significant

Admittedly Yugoslavia has just started treading along the path of
reforms 
after a decade's hindrance. Therefore, every step ahead seems very 
important due to a low-start base, Labus pointed out. On the other hand,

the report did not include the reform moves and the first positive
effects 
of the banking system restructuring, changes in the financial field and 
public finances as well as the whole liberalisation of the foreign trade

regime and the price policy implemented in the second half of 2001.
Representative of EBRD appointed for FR Yugoslavia, Mr. Peter Sunfey has

highlighted that those critical reforms in our country had a good start,

and that, with regard to the pace of changes and decisiveness to
implement 
them in a short period of time, Yugoslavia served as a model for other 
countries in transition.

However, in the further process of the structural reforms Yugoslavia 
will face up three great challenges - privatisation, banking sector
reforms, 
in order to successfully meet economy needs, as well as social problems,

which must be solved by providing the most affected population with 
various means of aid and subventions.


Inflation Cut by Half

The EBRD representative estimated that last year's GDP growth rate of 5
per 
cent would be also achieved this year. However, the growth will be
contributed 
to a greater extent by the industrial output increase whilst last year's

growth was achieved thanks to the agriculture production and services.
As for the inflation, EBRD representatives foresee further retail price 
cuts from last year's 40-45 per cent to 20 per cent, even below that
level. 
It is also necessary to continue with the correction of disparities in
the 
energy sector and simultaneously reduce costs by subsidy for the poorest

consumers, Sunfey added.

Having stressed that the initial success of the reforms was achieved
with 
low funds as bigger foreign support started pouring in only in the
second 
half of the year, Governor of the Central Bank, Mladjan Dinkic said he 
expected that, once the process of structural changes has begun, the
support 
would not be left out, but would even increase.
The same refers to the banking system reforms which will be implemented
in 
the first quarter of 2002. In addition, we should bear in mind the fact
that 
the negative capital in the largest banks amounts to DEM 5.3 billion,
and 
that it will be DEM 350 million for restructuring, said Dinkic. There
are indications that in 2002 the World Bank, IMF and the European 
Union will give Yugoslavia a financial support. Yugoslavia could become 
stronger and more stable in three year's time provided political
stability

Leading Managers Set Up Serbian Business Club 'Privrednik'

Following the Union of employers and the Association of businessmen from

Zlatibor, another specialised economic association has been founded in 
Belgrade. Leaders of 24 most successful Serbian companies established in

Belgrade an association of citizens called Serbian Business Club (SPK) 
'Privrednik'. Thus, the first significant economy lobby was created in 
the transitional economy in Serbia. 'Privrednik' was envisaged as an 
association of citizens, successful businessmen and entrepreneurs who 
'through their work have gained authority for a dialogue with the State 
in the interest of development of economy and the society on the whole'.

Miodrag Babic, president of the pharmaceutical concern in Vrsac
'Hemofarm', 
was appointed as the first president of the Club.

- Partaking in the changes in economy and the society we no longer want 
to be an object, but a subject. Also, we'd like to be creators of good 
solutions instead of only criticising bad ones. Having set up the Club, 
Serbian entrepreneurs took responsibility to express their opinion on 
their own behalf when it comes to business issues. Some people have so 
far expressed their views on us without even asking us about our
opinion, 
the newly elected president said at the press conference. Commenting on 
the political influence on companies and businessmen, Babic says that he

has such experience with various ruling political parties that he was 
associated with JUL, SPS and DS whereas he was a member of neither.

- The only real protection is a private ownership allowing the owner to 
safeguard his/her management. Public companies are everywhere and always

a means for rewarding prominent party members, but, as a rule, those 
enterprises are bad.

Honorary president of the Club and the top level executive of Genex
Group, 
Mr. Milorad Miki Savicevic has highlighted that the management sector in

economy is a vital structure of every society which will remain so in 
privatised Serbia. 'Managers who had been profit oriented have so far 
headed the economy of our country despite some allegations against them 
during the old system of management.

At the press conference it was also stressed that in Serbia the
continuity 
of management must be insisted upon as good managers were never
deficient 
in the country so none should be 'imported'. Therefore, one of the
fields 
of activities on which the Club will focus will be education of new 
management staff.

- We shall make effort to set up a business school in which world
renowned 
experts will give lectures, and talented students will have
scholarships', 
Miroslav Miskovic said, and as an example he mentioned the experience of

Slovenia and its school in Beld, but also his company Delta which had 
initiated a similar project in cooperation with the Faculty of Economy 
in Belgrade.

Founders of the Club head the companies which, together, made 
revenues of 110 billion dinars last year, with a profit of 5 billion and

the same amount of investments into reconstruction and new capacities.


Lobbying

To the question whether the Serbian political oligarchy is ready to 
recognise existence of the economic lobby, Babic replied: 'We'll see, 
as they have always been for it declaratively, now is the occasion to
prove 
it. SPK 'Privrednik' is a non-governmental and non-political
organisation 
so if as such we are not welcome then we have to ask ourselves why.'
According to Slobodan Radulovic, lobby formation is a legitimate process

which allows a stronger influence on politicians.

- We want to lobby for a more favourable climate without trying to 
prove to the Government or anyone else that we are cleverer or better, 
but to coordinate political and economic interests for everyone's sake,

OCENA EVROPSKE BANKE ZA OBNOVU I RAZVOJ

Jugoslavija najuspesnija od 27 zemalja u tranziciji 

Jugoslavija u 2002. godini ima istorijsku sansu da "stane na noge", a 
u naredne tri godine da obnovi ono sto je upropasceno u protekloj 
deceniji i da unapredi sopstvenu ekonomiju, porucio je potpredsednik 
Savezne vlade dr Miroljub Labus na promociji Godisnjeg izvestaja 
Evropske banke za obnovu i razvoj (EBRD) o zemljama u tranziciji. 

Buducnost Jugoslavije, kao male i siromasne zemlje, jeste u saradnji 
sa svetom i u radu, jer ne bi smela da dozvoli da zavisi od inostrane 
pomoci, koja nam je na pocetku reformi dobrodosla, rekao je Labus 
obracajuci se prisutnima u sali hotela Hajat Ridzensi. 
Sudeci po pocetnim rezultatima reformi iz prve polovine ove godine 
koji su obuhvaceni Izvestajem EBRD, Jugoslavija je na najboljem putu, 
jer je postigla najveci napredak medju 27 zemalja u tranziciji ka 
trzisnoj ekonomiji medju zemljama Istocne Evrope. 


Svaki pomak znacajan 

Istini za volju, Jugoslavija je tek zakoracila u reforme nakon zastoja 
od jedne decenije, pa svaki pomak deluje znacajnije zbog niskostartne 
osnove, ukazao je Labus. 
S druge strane, pomenutim izvestajem nisu obuhvaceni reformski zahvati 
i prvi pozitivni efekti restrukturisanja bankarskog sektora, promene u 
finansijskoj sferi i u javnim finansijama, kao i celokupna
liberalizacija 
spoljnotrgovinskog rezima i politike cena, koja je sprovedena u drugoj 
polovini ove godine. 

Da bi se sprovele temeljne strukturne reforme u sledecoj godini, 
Jugoslavija ce imati i podrsku EBRD, najavio je Labus, koji je zajedno s

guvernerom NBJ Mladjanom Dinkicem bio u toj banci. 

Predstavnik EBRD zaduzen za SRJ Piter Sanfej je posebno naglasio to da 
su kljucne reforme u nasoj zemlji dobro krenule i da, po tempu promena 
i resenosti da se u sto kracem roku sprovedu, Jugoslavija predstavlja 
uzor drugim zemljama u tranziciji. 

Medjutim, u daljem procesu strukturnih reformi Jugoslaviju cekaju tri 
krupna izazova - privatizacija, reforma bankarskog sektora, kako bi 
uspesno mogao da prati potrebe privrede, kao i socijalni problemi, koji 
se moraju resavati tako sto ce se razni vidovi pomoci i subvencija 
usmeravati najugrozenijim delovima stanovnistva. 


Prepolovljena inflacija 

Predstavnik EBRD je procenio da ce proslogodisnja stopa rasta drustvenog

proizvoda od pet procenata biti ostvarena i sledece godine, s tim sto ce

tome u znatno vecoj meri doprineti povecanje industrijske proizvodnje, 
dok su prosle godine porastu najvise doprinele poljoprivredna
proizvodnja i usluge. 

Sto se tice inflacije, u EBRD procenjuju da ce se nastaviti trend
opadanja 
rasta cena na malo sa proslogodisnjih 40-45 odsto na 20 procenata, pa i 
ispod tog nivoa. Pri tom je neophodno nastaviti s ispravljanjem
dispariteta 
u energetici, uz istovremeno subvencionisanje cena za najsiromasnije 
potrosace, rekao je Sanfej. 

Naglasivsi da je pocetni uspeh reformi ostvaren bez mnogo sredstava, jer

je obimnija podrska iz sveta pocela da pristize tek u drugoj polovini
godine, 
guverner NBJ Mladjan Dinkic je izrazio ocekivanje da u sledecoj godini,
kad 
zapocinje proces strukturnih promena, ta podrska nece izostati i da ce,
cak, 
biti obimnija. 
To se odnosi i na reformu bankarskog sistema, koja ce se sprovoditi u
prvom 
tromesecju 2002. godine. Pri tom, valja imati u vidu to da je negativni 
kapital u najvecim bankama, koje su u Agenciji za sanaciju - 5,3
milijarde 
DEM, a da ce za restrukturisanje biti 350 miliona DEM, rekao je Dinkic. 
Postoje najave da ce u 2002. godini Svetska banka, MMF i Evropska unija 
pruziti finansijsku podrsku Jugoslaviji, koja bi, ukoliko se odrzi
politicka 
stabilnost, iz reformi mogla da izadje ojacana za tri godine, zakljucio
je

Vodeci privrednici osnovali Srpski Poslovni Klub "Privrednik"   

Posle Unije poslodavaca i ("zlatiborskog") Udruzenja biznismena, u
Beogradu 
je osnovana jos jedna specijalizovana privredna asocijacija. Celni ljudi

dvadeset cetiri najmocnije srpske firme osnovali su u Beogradu udruzenje

gradjana pod nazivom Srpski poslovni klub "Privrednik", cime je stvoren 
prvi znacajan privredni lobi u tranzicionoj ekonomiji Srbije.
"Privrednik" 
je osmisljen kao udruzenje gradjana, uspesnih privrednika i poslovnih
ljudi 
koji "svojim radom predstavljaju autoritet za dijalog sa drzavom u
interesu 
razvoja privrede i drustva u celini", a za prvog predsednika izabran je 
Miodrag Babic, predsednik Hemofarm Koncerna u Vrscu.

- Ne zelimo vise da budemo objekat vec subjekat u promenama u privredi i

drustvu. Takodje, ne zelimo da budemo samo kriticari loseg resenja vec 
kreatori dobrog. Osnivanjem ovog Kluba dobri privrednici Srbije preuzeli

su na sebe odgovornost da se u svoje ime izjasnjavaju kada je biznis u 
pitanju. Do sada su se neki drugi ljudi izjasnjavali o nama ne pitajuci 
nas za misljenje, rekao je na konferenciji za novinare novoizabrani 
predsednik Babic.
Komentarisuci politicki uticaj na firme i privrednike Babic kaze da ima 
iskustva sa razlicitim politickim partijama na vlasti, toliko da su ga 
svrstavali i u JUL, SPS i DS, a nije pripadao nijednoj.

- Jedina prava zastita je privatno vlasnistvo, gde vlasnik stiti svoj 
menadzment. Javna preduzeca su svuda i uvek predmet nagradjivanja za 
istaknute clanove partija, ali ona su po pravilu lose firme, kaze Babic.
Pocasni predsednik Kluba i prvi covek Geneksa Milorad Miki Savicevic 
ukazao je na to da je oblast rukovodjenja u privredi vitalna struktura 
svakog drustva, pa ce tako biti i u privatizovanoj Srbiji. "Menadzeri 
koji su bili profitno orijentisani i dosad su na svojim plecima nosili 
privredu ove zemlje uprkos optuzbama za tehnomenadzerstvo", rekao je 
Savicevic.

Na konferenciji je istaknuto da se u Srbiji mora insistirati i na 
kontinuitetu rukovodjenja, jer ovde je uvek bilo dobrih menadzera, i 
ne moraju se "uvoziti". Zbog toga ce jedna od oblasti delovanja kojoj 
ce Klub posvetiti posebnu paznju predstavljati obrazovanje novih
kadrova.

- Potrudicemo se da formiramo poslovnu skolu u kojoj ce predavati
svetski 
priznati strucnjaci, a davacemo i stipendije darovitima" najavio je 
Miroslav Miskovic, i kao ilustrativan primer naveo iskustvo Slovenije 
(skole na Bledu) ali i svoje Delte koja je sa Ekonomskim fakultetom 
nesto slicno pokrenula u Beogradu.

Osnivaci Kluba nalaze se na celu kompanija koje su, zajedno, u prosloj 
godini ostvarile prihod od 110 milijardi dinara, uz profit od pet 
milijardi dinara i jednako veliko ulaganje u rekonstrukciju i nove 
kapacitete.


Lobiranje 
 
Na pitanje da li je srpska politicka oligarhija spremna da prihvati 
postojanje privrednog lobija Babic odgovara: "Videcemo, deklarativno 
su uvek bili "za", sada je prilika da to i dokaze. SPK "Privrednik" 
je nedrzavna i nepoliticka organizacija i ako kao takvi smetamo moramo 
se pitati zasto."

Prema misljenju Slobodana Radulovica stvaranje lobija je legitiman 
proces koji omogucuje snazniji uticaj na politicare.
- Hocemo da lobiramo za povoljniju klimu ali nemamo potrebu da 
dokazujemo Vladi ili bilo kome da smo pametniji ili bolji, vec da 
uskladimo interese politike i privrede da bi svima bilo bolje,
