IN THE PALACE OF FEDERATION IN BELGRADE TODAY
MEETING OF THE BELGRADE AGREEMENT SIGNATORIES
Podgorica - Yugoslav President Vojislav Kostunica scheduled for tonight
a meeting of the Belgrade Agreement signatories and the co-presiding of
the Constitutional Charter in the Palace of Federation - inform
Podgorica media.
Further work on the Constitutional charter of the future state union of
Serbia and Montenegro will be discussed at the meeting.
The Constitutional Commission has temporarily adjourned its work, asking
the signatories of the Agreement to state their views of the document
and thus resolve the controversial issues.
The Governments of Montenegro and Serbia have drafted their version of
the charter text, previously adopted by Serbia's ruling coalition and
the leaders of Montenegro`s parties, members of the coalition "Together
for Yugoslavia" (ZZJ).
In case the deadline does not get prolonged, the Constitutional charter
is expected to be completed by the end of next week, in order to be
adopted in the Parliament and then proclaimed by September 15 - states
Podgorica daily "Pobjeda".
MIODRAG VUKOVIC ON PASSING OF THE CONSTITUTIONAL CHARTER:
IT IS LEGITIMATE FOR THE GOVERNMENTS TO ADDRESS THEIR PARLIAMENTS
Podgorica - There is a possibility for the governments in Podgorica and
Belgrade to present their drafts of the Charter to the republic
parliaments for consideration and adoption, in case it fails to pass
with the Constitutional commission - member of the Constitutional
commission from the Democratic Party of Socialists of Montenegro (DPS)
Miodrag Vukovic stated for MINA Agency.
If the Federal parliament would not approve of the charter adopted like
that, the European Union would realize who was the one to pull the
brakes of Serbia and Montenegro on their way to Europe - Vukovic said.
CONTINUATION OF THE SESSION OF THE WORKING GROUP FOR THE COORDINATION OF
THE ELECTION AND MEDIA LAWS TWO CONTROVERSIAL REGULATIONS
Podgorica - Montenegro`s parliamentary parties are expected today to
adopt two controversial regulations of the Law on the nomination of the
committee members and representatives.
OSCE representative Hrair Ballian proposed the application of the
electoral law that was in effect at the moment of scheduling elections,
in case a compromise fails to be reached today. That would mean that the
Albanian parties would stay in the Parliament for five mandates, and
that the members of the Republic's Electoral Commission (RIK) would
remain to be justices.
Montenegro`s parties have previously agreed on the media rules about the
presentation of the parties in the electoral campaign.

DANAS U PALATI FEDERACIJE U BEOGRADU
SASTANAK POTPISNIKA BEGRADSKOG SPORAZUMA
Podgorica - Jugoslavenski predsjednik Vojislav Kostunica zakazao je za
veceas u Palati fedreracije sastanak potpisnika Beogradskog sporazuma i
koopredsjedavajucih Ustavne komisije - pisu podgoricki mediji.
Na tom sastanku raspravljace se o daljem radu o Ustavnoj povelji buduce
zajednice Srbije i Crne Gore.
Ustavna komisija je privremeno prekinula rad, trazeci da potpisnici
Sporazuma daju svoje vidjenje tog dokumenta i na taj nacin otklone
sporna pitanja.
Vlade Crne Gore i Srbije su napravile svoju verziju teksta povelje koju
su usvojili vladajuca koalicija u Srbiji i lideri crnogorskih stranaka -
clanica kolacije "Zajedno za Jugoslaviju" (ZZJ).
Ukoliko se ponovo ne produzi rok, Ustavna povelja bi trebalo da bude
zavrsena naredne sedmice, kako bi je parlamenti usvojili i proglasili do
15. septembra-pise podgoricka"Pobjeda".
MIODRAG VUKOVIC O DONOSENJU USTAVNE POVELJE:
LEGITIMNO JE DA SE VLADE OBRATE SVOJIM PARLAMENTIMA
Podgorica - Postoji mogucnost da vlade u Podgorici i Beogradu svoj
predlog povelje dostave republickim parlamentima na razmatranje i
usvajanje, ukoliko ne prodje na Ustavnoj komisiji - izjavio je agnciji
MINA clan Ustavne komisije iz Demokratske partije socijalista Crne
Gore(DPS) Miodrag Vukovic.
Ukoliko u Saveznom parlamentu ne bi prosla tako izglasana povelja,
Evropskoj uniji bi bilo jasno ko je kocnicar da Srbija i Crna Gora krenu
evropskim putem - rekao je Vukovic.
NASTAVAK ZASIJEDANJA RADNE GRUPE ZA USAGLASAVANJE IZBORNOG I MEDIJSKIH
ZAKONA DVIJE SPORNE ODREDBE
Podgorica - Crnogorske parlamentarne partije bi danas trebalo da
usaglase dvije sporne odredbe Zakona o izboru odbornika i poslanika.
Predstavnik OEBS-a Hreir Balijan predlozio je da se, ukoliko se danas ne
postigne kompromis, primijeni izborni zakon koji je vazio u trenutku
raspisivanja izbora, sto bi znacilo da ce albanske partije zadrzati u
parlamentu pet mandata, a da ce clanovi Republicke izborne komisije
(RIK) i dalje biti sudije.
Crnogorske partije su predhodno uslaglasile medijska pravila o
predstavljanju stranaka o perdizbornoj kampanji.
DR AUREL CERNAINU GOST CRNOGORSKOG MINISTARSTVA ZDRAVLJA CRNOGORSKOM
ZDRAVSTVU KREDIT OD 25 MILIONA DOLARA
Podgorica - U Crnu Goru ce danas, kao gost Ministarstva zdravlja,
doputovati prof. dr Aurel Cernainu - americki biznismen rumunskog
porijekla, predsjednik i izvrsni direktor americke kreditne asocijacije
"ACD Research Inc".
Profesor Cernainu ce, prema najavi podgoricke "Pobjede", od grupe
svajcarskih i francuskih banaka, za potrebe crnogorskog zdravstva
traziti kredit od 25 miliona dolara, sa duzim rokom vracanja i grejs
periodom od najmanje dvije godine.
Sredstva ce biti namjenski opredijeljena za osavremenjavanje prostorne i
tehnoloske infrastrukture crnogorskog zdrvstva.
NA BUDVANSKOJ RIVIJERI
JEFTINIJI SMJESTAJ
Podgorica - Smjestaj u objektima hotelsko-turistiskog preduzeca
"Budvanka rivijera" od danas je jeftinija za deset eura, zbog zavrsetka
glavne tutisticke sezone.
Iz te kompanije najavljeno je da ce polupansion u hotelu "Avala" umjesto
dosadasnjih 50 kostati 40 eura, a u najvecem hotelsko-turistickom
naselju "Slovenska plaza" cijene polupansiona su snizene na 26 eura.
Iz prodajne sluzbe tog turistickog preduzeca saopsteno je da su svi
hoteli popunjeni i da dobru posjetu ocekuju i u septembru.
