SOLANA`S POSITIVE OPINION OF THE BELGRADE AND PODGORICA CONSTITUTIONAL
CHARTER DRAFT SOLANA WARNED: THE DRAFT IS GOOD, BUT IT HAS TO BE
VERIFIED BY THE CONSTITUTIONAL COMMISSION

Podgorica - The reaction of High Representative of the European Union
(EU) Javier Solana on the draft text of the constitutional charter
forwarded to him by the Serbian and Montenegrin governments was positive
- stated Solana`s Spokesperson Christina Gallach in her interview to
Podgorica daily "Vijesti".

Solana greeted the initiative of Podgorica and Belgrade, defining it as
a contribution to the work of the Constitutional Commission, and as
something that can significantly relieve and speed up the completion of
the final draft text of the constitutional charter - explained Gallach.

We have to ensure that the Belgrade Agreement regulation regarding the
Constitutional Commission and the adoption of the Constitutional Charter
is respected in the parliaments - underlined Gallach. She added that the
chiefs of diplomacy of the EU would soon have a regular monthly meeting,
and that they would then consider the messages from Belgrade and
Podgorica.

THE PRESIDING OF THE COMMISSION FOR DRAFTING OF THE CONSTITUTIONAL
CHARTER ANNOUNCED: CONTINUATION OF THE NEXT SESSION UNCERTAIN

Podgorica - The session of the Constitutional Commission, which is
supposed to deal with the draft charter text of the Montenegrin and
Serbian Governments has not yet been scheduled, nor is there any sign as
to when that might happen - inform Podgorica media, quoting Beta Agency
sources from Belgrade and Podgorica.

The only one who was somewhat more specific was one of the presiding in
the Commission, Dragan Kujovic of the Democratic Party of Socialists of
Montenegro (DPS), who said that he hoped that the session would take
place by the end of this, or at the beginning of the following week.

SERBIAN PREMIER ZORAN DJINDJIC:
I EXPECT THAT THE CONSTITUTIONAL COMMISSION WOULD ADOPT THE DRAFT
CHARTER OF THE TWO GOVERNMENTS

Podgorica - I expect that the Constitutional Commission would accept the
proposed draft text of the charter created by the Governments of Serbia
and Montenegro - said Serbian Premier Zoran Djindjic. If the Commission
soon approves of the draft, there will still be time for Yugoslavia to
join the Council of Europe in September - Djindjic said.

Djindjic expressed his expectation that the new federal elections would
be held in November and that a new state union of Serbia and Montenegro
would be constituted by the end of the year.

REPRESENTATIVES OF MONTENEGRIN PARLIAMENTARY PARTIES STILL WITHOUT
ACCORD ON THE CHANGES OF THE ELECTION AND MEDIA LAWS CONSENSUS STILL NOT
REACHED

Podgorica - Even after eight days of work, the representatives of the
Montenegrin parliamentary parties, together with the OSCE and the
Council of Europe experts, have not succeeded in reaching a consensus
about the two remaining controversial issues in the election law - the
number of the Albanian mandates and the election of the Republic and
municipal electoral commissions.

The OSCE believes that the two solutions should not be altered, and that
the regulations of the law that is in effect on the day of scheduling
elections should be applied.

Due to unpredicted extended negotiations of the representatives of
parliamentary parties, the continuation of the extraordinary session of
the Montenegrin Parliament has also been adjourned. The session is
dealing with the media laws drafted by the Government of Montenegro in
cooperation with the experts of the Council of Europe.

UPOZORIO:
PREDLOG DVIJE VLADE DOBAR, ALI CE MORATI NA USTAVNU KOMISIJU

Podgorica - Reakcija visokog predstavnika Evropske unije (EU) Havijera
Solane na tekst ustavne povelje koji su mu uputile vlade Crne Gore i
Srbije je pozitivna - izjavila je za podgoricke "Vijesti" Solanin
portparol Kristina Galjak.

Solana je pozdravio inicijativu Podgorice i Beograda, ocijenivsi je kao
doprinos radu Ustavne komisije i nesto sto umnogome moze olaksati i
ubrzati dovrsavanje konacnog teksta povelje - pojasnila je Galjak.

Moramo voditi racuna da  odredba Beogradskog sporazuma koja se tice
Ustavne komisije i usvajanje povelje u parlamentima bude vjerno
postovana - naglasila je Galjak, dodajuci da se sefovi diplomatija EU
uskoro, na redovnom mjesecnom sastanku, obratiti paznju na poruke
Podgorice i Beograda.


PREDSJEDAVAJUCI KOMISIJE ZA IZRADU USTAVNE POVELJE SAOPSTILI:
NEIZVJESTAN NASTAVAK ODRZAVANJA SLJEDECE SJEDNICE

Podgorica - Sjednica Ustavne komisije koja bi trebalo da razmatra tekst
povelje vlada Crne Gore i Srbije jos nije sazvana, niti ima nagovjestaja
kada bi se to moglo desiti - pisu podgoricki mediji, pozivajuci se na
izvore agencije Beta u Beogradu i Podgorici.

Samo je kopredsjedavajuci iz Demokratske partije socijalista Crne Gore
(DPS) Dragan Kujovic bio odredjeniji, rekavsi da se nada da ce sjednica
biti odrzana krajem ove ili pocetkom iduce sedmice.

SRPSKI PREMIJER ZORAN DJINDJIC:
OCEKUJEM DA CE USTAVNA KOMISIJA PRIHVATITI PREDLOG POVELJE DVIJE VLADE

Podgorica - Ocekujem da ce Ustavna komisija prihvatiti predlog povelje
koje su izradile vlade Srbije i Crne Gore - izajvaio je premijer Srbije
Zoran Djindjic.Ukoliko komisija uskoro prihvati taj predlog, ima vremena
da Jugoslavija u septembru udje u Savjet Evrope (SE)-rekao je Djindjic.

Djindjic je izrazio ocekivanje da ce novi savezni izbori biti odrzani u
novembru i da ce do kraja godine biti konstituisana nova drzavna
zajednica Srbije i Crne Gore.

PREDSTAVNICI CRNOGORSKIH PARLAMENTARNIH STRANAKA NIJESU USAGLASILI
IZMJENE IZBORNOG I MEDIJSKIH ZAKONA KONSENZUS NIJE POSTIGNUT

Podgorica - Predstavnici crnogorskih parlamentarnih stranaka, uz ucesce
eksperata OEBS-a i Savjeta Evrope (SE), ni osmog dana rada, nijesu
postigli konsenzus o preostala dva sporna pitanja u izbornom zakonu,
odnosno broju albanskih mandata i izboru Republicke i opstinskih
izbornih komisija.

OEBS smatra da ta dva rjesenja ne treba mijenjati, vec primijeniti
odredbe iz zakona koji  vazi na dan raspisivanja izbora.

Zbog tako neplanirano dugog pregovaranja predstavnika palamentarnih
stranaka odlozen je i nastavak vanredne sjednice crnogorskog parlamenta,
na kojoj se raspravlja o medijskim zakonima, koje je uradila Vlada Crne
Gore u saradnji sa ekspertima SE.

NASTAVLJAJU SE PREGOVORI MONETARNIH VLASTI CRNE GORE I SRBIJE
I DALJE BEZ DOGOVORA O PLATNOM PROMETU

Podgorica - Pregovori monetarnih vlasti Crne Gore i Srbije o uredjenju
platnog prometa bice nastavljeni, ali je neizvjesno kada - saopsteno je
iz Centralne banke Crne Gore (CBCG).

Pregovori monetarnih vlasti o utvrdjivanju prihvatljivog modela odrzani
su preksinoc i prema saopstenju CBGC nije postignut dogovor, vec je samo
razmatrana argumentacija za i protiv razlicitih modela platnog prometa.

Crna Gora je nedavno predlozila model za koji tvrdi da je deset puta
jeftiniji i pet puta brzi od postojeceg, koji se obavlja preko stranih
banaka - pise podgoricka "Publika" pozivajuci se na izvore agencije
Mina-biznis.

PODGORICKA "POBJEDA" SAZNAJE:
"MONTENEGROERLAJNZ" PLANIRA LINIJU ZA PARIZ

Podgorica - Crnogorska aviokompanija "Montenegroerlajnz" planira
otvaranje redovne linije Pariz - Podgorica - pise "Pobjeda".

To bi trebalo da bude sedma redovna medjunarodna avio-linija, poed vec
postojecih za Rim, Cirih, Ljubljanu, Budimpestu, Brankfurt i Dizeldolf,
dok se carter letovima saobraca za Tel Aviv, Brno i Krf.

linija za Priz bice posebno znacajna zbog iseljenika iz Crne Gore koji
zive u tom i okolnim gradovima u Francuskoj.
