PRESIDENT OF MONTENEGRO MILO DJUKANOVIC:
THE MEMBER STATES ARE TO DECIDE ABOUT THE WAY OF HOLDING ELECTIONS

Podgorica - The right to choose the electoral system for the state union
of Serbia and Montenegro must be granted to the member states - said
Montenegrin President Milo Djukanovic during his yesterday's official
visit to Tivat, town situated on the Montenegrin cost.

That solution is the only one suitable to the character of the state
union, as described by the Belgrade Agreement - Djukanovic said. That
was his response to the statements of some members of the Constitutional
Commission from Serbia and the Venetian Commission experts in Belgrade,
that the only contentious issue was now solved, due to alleged
Montenegro's agreement to have immediate elections.

Our attitude remains unchanged - confirmed Djukanovic, underlining that
the member states were to decide about the way of holding elections.

BRUSSELS ON THE DECISIVE STEP FOR ADOPTING THE CONSTITUTIONAL CHARTER
WHATEVER SATISFIES MONTENEGRO AND SERBIA IS FINE WITH BRUSSELS

Podgorica - Asked to comment on the process of negotiations regarding
the Constitutional Charter of the future state union of Serbia and
Montenegro, Christina Gallach, the Spokesperson for High Representative
of the European Union (EU) Javier Solana, said: "There remains but one
step, and the two sides must decide whether they will make it or not".

The remaining step is the controversial issue on the manner of electing
legislators in the future joint Parliament. Serbia would want them to be
elected directly, whereas Montenegro would want them to be elected
representatively. Solana`s team is far from imposing one or the other
variant of the solution - Christina Gallach said.

Whichever variant satisfies both sides it will also satisfy Brussels -
said Gallach. She also said that it would be the best thing to find a
solution as soon as possible, since that is the only way to make the
Agreement on Stabilization and Association of the joint state.

Serbia and Montenegro are very close to joining the Council of Europe
(CoE), the NATO Partnership for Peace, and the Stabilization and
Association Agreement.


CONSUL GENERAL OF ITALY VALENTINA SETTA TALKED WITH MONTENEGRO'S
OFFICIALS SUCCESSFUL COOPERATION OF MONTENEGRO AND ITALY

Podgorica - The Consul General of the Republic of Italy, Ms. Valentina
Setta, met in Podgorica yesterday with Montenegrin Premier Filip
Vujanovic, with Vice President of Montenegro's Government Dragan
Djurovic, and Deputy Speaker of Montenegro's Parliament Dragan Kujovic.
They talked mainly about the cooperation of Montenegro and Italy.

There is much more space for an intense cooperation of Montenegro and
Italy, and the General Consulate of Italy in Bar will give its full
contribution to that cooperation - said Ms Setta.


THE UNEM REACTION AT THE DECISION TO PUT OFF THE IMPLEMENTATION OF THE
MEDIA LAWS IN MONTENEGRO: 30-MINUTE BREAK IN AIRING PROGRAM

Podgorica - The Coordinator of the Association of Independent Media
(UNEM), Ranko Vujovic, announced the beginning of a campaign for
changing the date of the beginning of implementation of the Media Laws
in Montenegro. The campaign implies a 30-minute break in airing program
on radio and TV stations.

Vujovic said that the implementation of the Media Laws was put off for
the eight months for the sake of political and individual interests.

The campaign of interrupting program will start on Monday, September 23,
with a 30-minute long break in airing program on TV and radio stations.

All the international institutions and organizations will be informed
about the UNEM campaign, and will be asked for a support - Vujovic said.

PREDSJEDNIK CRNE GORE MILO DJUKANOVIC:
NACIN IZBORA ODREDICE DRZAVE CLANICE

Podgorica - Pravo  na izbor izbornog sistema za drzavnu zajednicu Srbije
i Crne Gore mora da pripadne drzavama clanicama -  rekao je crnogorski
predsjednik Milo Djukanovic tokom jucerasnje radne posjete Tivtu, gradu
na Crnogorskom primorju.

To rjesenje je jedino primjereno karakteru drzavne zajednice, kakva je
projektovana Beogradskim sporazumom - istakao je Djukanovic,
komentarisuci izjave dijela Ustavne komisije iz Srbije i eksperata
Venecijanske komisije u Beogradu, da je jedino sporno pitanje rijeseno,
jer je, navodono, crnogorska delegacija pristala na neposredne izbore.

Nas stav je ostao nepromijenjen - potvrdio je Djukanovic, naglasavajuci
da nacin izbora mora da odrede drzave clanice.

BRISEL O ODLUCUJUCEM KORAKU ZA DONOSENJE USTAVNE POVELJE
SVE STO ZADOVOLJI CRNU GORU I SRBIJU - DOBRO JE I ZA BRISEL

Podgorica - Ostao je samo jos jedan korak i dvije strane moraju odluciti
hoce li ga napraviti - rekla je portparol visokog predstavnika Evropske
unije (EU) Kristina Galjak, komentarisuci pregovore oko ustavne povelje
buduce drzavne zajednice Srbije i Crne Gore.

Radi se o nacinu izbora poslanika u buducu zajednicku Skupstinu dvije
drzave, odnosno o tome da li ce oni biti birani direktno, kako se zalaze
Srbija, ili delegatski, kako predlaze Crna Gora. Solanin tim daleko je
od toga da bi nametnuo jednu ili drugu varijantu rjesenja - rekla je
Galjak.

Bilo koja varijanta, ako zadovolji obje strane, bice dobra i za Brisel,
porucila je Galjak, naglasavajuci da su pogodnosti vece ako se sto prije
dodje do rjesenja, jer ce  tako jedino doci do sklapanja Sporazuma o
stabilizaciji i asocijaciji zajednicke drzave.

Srbiju i Crnu Goru ceka clanstvu u Savjetu Evrope (SE), u NATO
partnerstvu za mir, kao i Sporazum o stabilizaciji i pridruzivanju,
rekla je Galjak.

GENERALNI KONZUL ITALIJE VALENTINA SETA RAZGOVARALA SA CRNOGORSKIM
ZVANICNICIMA USPJESNA SARADNJA CRNE GORE I ITALIJE

Podgorica - Saradnja Crne Gore i Italije - tema je o kojoj je juce u
Podgorici razgovarala novoimenovani generalni konzul Republike Italije u
Crnoj Gori Valentina Seta  sa crnogorskim premijerom Filipom
Vujanovicem, potpredsjednikom Vlade Draganom Djurovicem i
potpredsjednikom crnogorskog Parlamenta Draganom Kujovicem.

Postoji mnogo prostora za intenziviranje saradnje Crne Gore i Italije i
Generalni italijanski konzulat u Baru dace puni doprinos toj saradnji -
ocijenila je Seta.

AKCIJA UNEM-a POVODOM ODLAGANJA PRIMJENE MEDIJSKIH ZAKONA U CRNOJ GORI:
POLUSATNI PREKID EMITOVANJA PROGRAMA

Podgorica - Koordinator Udruzenja nezavisnih medija (UNEM) Ranko Vujovic
najavio je kampanju za promjenu datuma pocetka primjene tri medijska
zakona u Crnoj Gori, polusatnim prekidom programa na radio i
televizijskim stanicama.

Vujovic je kazao da je implementacija medijskih zakona odlozena za osam
mjeseci zbog partijskih i pojedinacnih interesa.

Akcija prekida programa krenuce od ponedjeljka  23. septembra
30-minutnim prekidom programa na televizijskim radio stanicama.

O toj odluci  UNEM-a bice obavijestene sve medjunarodne institucije i
organizacije, od kojih ce se, prema rijecima Vujovica traziti podrska.

NJEMACKO - CRNOGORSKA KONFERENCIJA O PRIVREDI

Podgoridca - Njemacko - crnogorska konferencija, ciji je osnovni cilj
prezentacija prednosti i specificnosti privrede Crne Gore, bice odrzana
u Podgorici i Budvi 20. i 21. septembra.

Organizatori tog susreta crnogorskih i njemackih privrednika su Speleken
Ruela Asocijacija za  Njemacku i >Aba< iz Beograda u saradnji sa
Privrednom komorom Crne Gore i Agencijom za prestrukturiranje privrede i
strana ulaganja Crne Gore.

NA LINIJI BAR - BARI
OD SUBOTE FERIBOT >DUCHES M<

Podgorica - Na liniji Bar - Bari od 21. septembra pocinje da saobraca
jos jedan brod.

Rijec je o feribotu >Duches M<, grcke kompanije <Marlines<, koji je
minulog ljeta plovio izmedju Kotora i Barija.

Taj brod ce saobracati tri puta nedjeljno. Iz Bara ce isplovljavati
srijedom, petkom i nedjeljom u 23 sata, a iz Barija utorkom, cetvrtkom i
subotom u 22 sata.
