AGREEMENT IN STRASBOURG:
IF THE CHARTER GETS ADOPTED BY NOVEMBER 6 - SERBIA AND MONTENEGRO WILL
HAVE THEIR COMMON FLAG
Podgorica - The procedure of granting access to the Federal Republic of
Yugoslavia (FRY) in the Council of Europe (CoE) is about to start
tomorrow - informs Podgorica daily "Vijesti".
The future state union of Serbia and Montenegro will be admitted in the
oldest Pan-European institution immediately after the adoption of the
constitutional charter in the republic parliaments.
A compromise solution was proposed by the President of the Parliamentary
Assembly, Peter Schieder, following a meeting with a delegation composed
of representatives of the Yugoslav federal authorities as well as Serbia
and Montenegro earlier in the day yesterday. Yesterday afternoon, the
proposal received support from the Assembly's Political Committee,
meeting in Strasbourg.
The last contentious issue regarding the charter - immediate or indirect
elections for the Parliament of the state union, will be solved - said
Dragan Kujovic, one of the presidents in the Commission for drafting the
constitutional charter, in his interview to "Vijesti".
The Belgrade Agreement states that the member states are to decide for
themselves about the elections, in accordance with the principles from
the charter. It is the state union of Serbia and Montenegro that will be
admitted in the CoE, not Yugoslavia - said Kujovic.

Podgorica - President of Montenegro Milo Djukanovic is expected to
propose in the Parliament today new candidates for the judges in the
Constitutional Court - informs Podgorica daily newspaper "Vijesti",
quoting a source close to the state's top.
The proposal will be acceptable to the majority in the Parliament - said
to "Vijesti" the anonymous source.
The newspaper quotes that the urgent session of the Parliament may be
called as soon as tomorrow, or at the most by September 25 - which is
the deadline for turning in the electoral lists.

Podgorica - "Members of the political Board of the Council of Europe
Parliamentary Assembly asked me why the implementation of the media laws
in Montenegro was postponed for such a long period of time" - said in
her interview to "Vijesti" Vesna Ratkovic, an Aide to the Montenegrin
Finance Minister, following her participation in the session of the
Council of Europe Parliamentary Assembly in Strasbourg.
"I explained to them that it was the decision of the current
parliamentary majority, which left the members of the Board very
surprised" - Ms Ratkovic said.

To je rezultat kompromisa koji je postignut na jucerasnjem sastanku
crnogorske, srpske i jugoslovenske delegacije sa predsjednikom
Parlamentarne skupstine Savjeta Evrope (PSSE) Peterom Siderom, sto je i
prihvaceno na zatvorenoj sjednici Politickog odbora PSSE, u obliku
amandmana .
Posljednje sporno pitanje povelje - posredni ili neposredni izbori za
Parlament drzavne zajednice bice rijeseni - rekao je >Vijestima<
koopredsjedavajuci Komisije za izradu ustavne povelje Dragan Kujovic.
U Beogradskom sporazumu pise da o izborima odlucuju drzave clanice, u
skladu sa principima iz povelje,a u SE bice primljena drzavna zajednica
Srbije i Crne Gore,a ne Jugoslavija-kazao je Kujovic.

reformama u Crnoj Gori na tako dugo vrijeme odlozeni - izjavila je za

prisustvovala sastanku PSSE-a u Strazburu.
Objasnila sam da je to volja sadasnje parlamentarne vecine, sto je bio
