Political analysts about the first round of presidential elections in
Serbia Over half million of citizens was prevented to vote
   Belgrade - Between 500000 and 600000 of citizens in spite of their
   wish to vote could not do so because of the existing election law.
   Analysts believe that this is one of the reason that the percentage
of
   citizens that do not vote is in Serbia so high.
   They say that elections were well organized and that the most serious
   objections could be made about up-dating of the lists of voters and
   the election law itself that does not provide possibility of voting
by
   letter.
Chief of Serbian deputies in Kosovo Parliament for 'Blic' daily: Their
offer to us is either to leave or disappear
   Pristina - 'If UNMIK wants Serbs to go to polls in the forthcoming
   municipal elections in Kosovo, UNMIK has to guarantee to them that
   they will survive in this area. Project offered by UNMIK's Chief
   Michael Steiner will not help Serbs to survive. The offer being made
   to Serbs is simple: take it and leave or stay and disappear', Rada
   Trajkovic, chief of Povratak Coalition says for 'Blic' daily.
   'Unfortunately, Serbs do not have a clear strategy. Covic-Haekkerup
   agreement has been discredited used for the purpose of ethnic expel
of
   Serbs. The only solution is a document on decentralization. If
   decentralization is not accepted than there should be a decree on
   self-organizing as a spare solution. This spare solution must have
   clear support by UNMIK and UN Security Council. Only in that way we
   can trust Steiner, otherwise Serbs cannot support Steiner's plan for
   Mitrovica', Trajkovic concluded.
Ruzic: No exclusions from SPS
   Belgrade - In spite of numerous announcements, no members of certain
   SPS leaderships have been excluded from the Socialist Party of Serbia
   at this party's main board session held a day before yesterday.
   According to SPS vice president the responsibility of certain
   officials that participated in the campaign of presidential candidate
   of another party will be determined 'in the process of preparation of
   SPS 6th Congress'.

Serbia and Montenegro in EU perhaps in 2007

   London/Podgorica - Union of Serbia and Montenegro might together with
   Bulgaria and Croatia find itself in the first group of countries that
   might be admitted to European Union in 2007, BBC reported referring
to
   diplomatic sources in Brussels.
Michael Jackson: Road to Partnership
   Belgrade - Commander of British ground forces and the first KFOR
   Commander, General Michael Jackson said that 'certain progress' had
   been made towards admittance of Yugoslavia to NATO Program
   'Partnership for Peace'. After opening of the cabinet for English
   language at Military Academy, Jackson said that admittance by
   Yugoslavia to that program was in the first place the matter of
   Yugoslav Government. He expressed hope that Yugoslavia would be
   admitted to Partnership very soon. According to his opinion Great
   Britain is developing very successful bilateral cooperation with
   Yugoslavia.
Daci: Plan acceptable
   Pristina - 'Steiner's plan in seven points for Mitrovica is generally
   acceptable', Nedzat Daci, Speaker in Kosovo Parliament said for
'Blic'
   daily.
   'It is necessary to work in implementation of that plan and explain
to
   people its advantages and shortcomings. Presidency of Kosovo
   Parliament accepted the plan because the whole international
community
   has accepted it, too. However, I have to say that negative attitude
of
   the part of population has to be understood. That is why it is good
   that Steiner is ready to give certain clarifications and include
   additional solutions, Daci said.
NIS requires price increase for gas
   Belgrade - Naphtha Industry of Serbia /NIS/ will request again today
   from Serbian Government price increase of the natural gas for 10 to
11
   percents because of the price increase on world market. The gas that
   NIS is importing from Russia is for about 11 percents more expensive
   as of October 1. At the beginning of 2003 new price increase is
   expected.
Austrians are constructing highway
   Belgrade - The deal for continuation of construction of the left lane
   of Novi Sad-Belgrade highway and rehabilitation of the existing road
   got Austrian company 'Alpina' of Salzburg. As Serbian Ministry for
   traffic and communications reported this company offered in tender
   'the best financial conditions as well as engagement of domestic
   construction companies'.
   The whole investment in value of 30 mill Euros, the Austrian company
   will execute in the form of 10-year credit with grace period of two
   years. Domestic companies /four of them/, will do 80 percents of all
   works. The works will begin at the beginning of the next week and are
   to be finished until September 1, 2003.
Institute for market research:
Winter pulls living standard down
   Belgrade - Beginning of heating season will due to increased
   consumption of electric power, cause fall of living standard of
   majority of Serbian citizens. Analysts of the Institute for market
   research claim that in spite of increase of salaries, the average
   earning is not sufficient to cover the basic necessities. Judicial
system is not good
   Novi Sad - President of the Supreme Court of Serbia Leposava
   Karamarkovic said yesterday that public opinion was correct in its
   belief that the judicial system was bad. 'We are ready to hear
   criticism, but patience is needed for stabilization of the situation
   in that sphere', Karamarkovic said in Novi Sad.
Serbian Minister for economic relations with abroad about law on
concessions Weapons the only exception
   Belgrade - 'According to proposal of the new law on concessions, they
   would be issued for the period of 30 years, as it has been the case
so
   far. However, there is possibility for renewal of agreements', Goran
   Pitic, Serbian Minister for economic relations with abroad says for
   'Blic' daily.
   According to his words all concession will be given via public tender
   that would be conducted in line with provisions of the Law on
   privatization.
   'The new in this law is that the list of objects that can be given in
   concession has been extended. This practically means that exceptions
   are only those mentioned in other laws. Foreigners, for example will
   not be allowed to deal with production and trade of weapons. They
also
   cannot get concessions for national parks, objects in border areas or
   public resources not in trade.
