THE MONTENEGRIN PARLIAMENT:
THE DISCUSSION ON THE CHARTER ADJOURNED
Podgorica - At the request of the opposition Socialist People's Party
(SNP), the Montenegrin Parliament interrupted yesterday the discussion
on draft Constitutional charter and the Law on its implementation.
The discussion about the two constitutive documents of the state union
of Serbia and Montenegro will be continued today.
As it was announced recently, the representatives of the ruling
Democratic Party of Socialists (DPS) and the opposition SNP. The
People's Party (NS) and the Serbian People's Party (SNS) will vote for
the Constitutional charter but against the Law on its implementation.

THE SESSION OF THE SUBCOMMISSION FOR DRAFTING THE CHARTER ON HUMAN
RIGHTS
Podgorica - The session of the Subcommission for drafting the Charter on
human rights and civil freedoms will be held in Belgrade today.
The draft text of the document is supposed to be finalized before the
constitution of the assembly of the state union of Serbia and
Montenegro.
JAVIER SOLANA'S OPINION ON THE RELATIONS OF MONTENEGRO AND SERBIA: THE
TIME HAS COME TO ROUND UP THE PROCESS OF THE CONSTITUTION OF THE STATE
UNION
Podgorica - The time has come to finish up the work on constituting the
state union of Serbia and Montenegro, because that work has lasted for
almost a year - stated senior official of the European Union (EU) Javier
Solana.
Solana expressed his satisfaction with the adoption of the
Constitutional charter and the Law on its implementation by the Serbian
Parliament, with the hope that the same would also be done in the
Montenegrin and then in the federal parliament.
PETER PALMER ON THE CONSTITUTIONAL CHARTER:
THE CHARTER WILL NOTE PROVIDE A LONG-LASTING SOLUTION
Podgorica - Analyst of the International Crisis Group Peter Palmer
stated that the Constitutional charter would not provide a long-lasting
solution to the relations of Montenegro and Serbia.
Palmer said to Podgorica news agency Mina that the Belgrade Agreement
and the Constitutional charter exist merely because of the pressure of
the European Union (EU).
Any other long-term solution of the relations of Montenegro and Serbia
must be based on the democratic legislature in both of the republics -
underlined Palmer and added that that was better then to have an
externally imposed agreement.

SKUPSTINA CRNE GORE:
ODLOZENA RASPRAVA O POVELJI
Podgorica-Skupstina Crne Gore,na zahtjev opozicione Socijalisticke
narodne partije(SNP), prekinula je juce raspravu o predlozima Ustavne
povelje i Zakona za njeno sprovodjenje.
Rasprava o ta dva konstitutivna dokumenta drzavne zajednice Srbije i
Crne Gore bice nastavljena danas.
Za Ustavnu povelju i Zakon o njenom sprovodjenju,kako je predhodnih dana
najavljeno, glasace poslanici vladajuce Demokratske partije
socijalista(DPS) i opozicine SNP.Za Ustavnu povelju,a protiv Zakona za
njno sprovodjenje, glasace Narodna stranka(NS) i Srpska narodna stranka
(SNS).
Poslanicki klubovi Socijaldemokratske partije(SDP) i koalicije "Albanci
zajedno"najavili su da ce biti protiv oba akta,dok poslanici Liberalnog
saveza(LS)ne prisustvuju zasjedanju crnogorskog parlamenta.

SJEDNICA POTKOMISIJE ZA IZRADU POVELJE O LJUDSKIM PRAVIMA
Podgorica-Sjednica Potkomisije za izradu povelje o ljudskim pravima i
gradjanskim slobodama bice odrzana danas u Beogradu.
Tekst tog dokumenta trebalo bi da bude okoncan do konstituisanja
skupstine zajednice Srbije i Crne Gore.
OCJENA HAVIJERA SOLANE O ODNOSIMA CRNE GORE I SRBIJE:
DOSLO VRIJEME DA SE OKONCA PROCES STVARANJA ZAJEDNICE
Podgorica-Doslo je vrijeme da se zavrsi ustanovljenja drzavne zajednice
Srbija i Crna Gora,jer se na tome radi skoro godinu dana-ocjena je
visokog predstavnika Evropske unije(EU)Havijera Solane.
Solana je izrazio zadovoljstvo usvajanjem Ustavne povelje i Zakona za
njeno sprovodjenje u parlamentu Srbije,uz ocekivanje da ce to isto
ucinti i crnogorski a potom i savezni parlament.
PITER PALMER O USTAVNOJ POVELJI:
POVELJA NECE OBEZBIJEDITI DUGOROCNO RJESENJE
Podgorica-Analiticar Medjunarodne krizne grupe Piter Palmer izjavio je
da Ustavna povelja nece obezbijediti dugorocno rjesenje odnosa Crne Gore
i Srbije.
Palmer je za podgoricku agenciju Mina rekao da je do Beogradskog
sporazuma i Povelje doslo zbog pritiska Evropske unije(EU).
Bilo koje dugorocno rjesenje odnosa Crne Gore i Srbije mora biti
bazirano na demokratskom zakonodavstvu u objema republikama-naglasio je
Palmer i dodao da je to bolje nego da dogovor bude nametnut spolja.
DZOZEF BORG O PRIJEMU CRNE GORE I SRBIJE U SE:
PRIJEM U MAJU ILI KRAJEM GODINE
Podgorica-Postoji mogucnost da Komitet ministara Savjeta
evrope(SE)donese odluku o prijemu Srbije i Crne Gore u SE u veoma
kratkom roku-rekao je predsjedavajuci Komiteta ministara SE Dzozef Borg
u Strazburu.
Ukoliko se to ne dogodi tokom sadasnjeg mandata predsjedavajuceg SE,koji
istice 2.maja ove godine,ta odlika bice donijeta do kraja tekuce
godine-rekao je Borg.
