POSITIVE RECOMMENDATION?

The fourth visit of Kai Eide, seem to have given an end to the doubts on his
final recommendation for opening of phase for solution of Kosovo status. In
July and August, Eide has intensively worked with Kosovo Government in order
to move some processes further, especially those that have to do with the
reform of the local power and with prior standards, has cooperated well with
Contact Group countries in coordination of positive pressure on Kosovo
authorities to change the dynamic of activities and now he could say that
there is a progress in the courses in Kosovo.
In fact, in this aspect Eide will probably get the support from the Contact
Group members, because the last months, in general since April 2004 (after
March riots), have been characterised by the positive efforts of Kosovo
leaders to change the situation for good, especially when it comes to ethnic
relations.
These efforts have been sincere, even though the results, for the very known
reasons, are not in accordance with the initiatives of Kosovo authorities.
It seems that September, as it was foreseen in spring this year, will be
closed by the decision of the UN General Secretary Koffi Annan, and Contact
Group for start of process that aims conclusion of the Kosovo issue through
solution of Kosovo political status. This is a realistic prediction if the
last development in the international scene will be taken into
consideration.
