COMPETENCIES APPLIED IN BOSNIA, PROPOSED ALSO FOR KOSOVO(Zeri)
Zeri writes that it is clear that even after solution of political status in Kosovo there will be presence of the international community -civil and military. It can be surely said that NATO will lead the military presence, while it has not been decided in which form will civil internationals present. This is going to be addressed during the negotiations on Kosovo status, even though it was already said that EU will be the future representation. This was required by SRSG Soren Jessen-Petersen but also by Kai Eide in his report and in some public statements after the end of his mission in Kosovo. For more, few months ago SRSG Jessen-Petersen has started consultations with the EU, OSCE and other international European institutions for their involvement after UNMIK lives Kosovo, what is expected to be done during the next year. However, according to the announcements the transfer of reserved competencies from UNMIK to EU will be done gradually during the negotiations on Kosovo status, while the final transfer will be done through a new UN SC resolution , when the agreement on Kosovo status is achieved. Even though Kai Eide is against the classic copying of the Bosnia model, in his report he has proposed that after the solution of Kosovo status the international community will have Bonn competencies available, which have been created for the EU senior representative in Bosnia, Paddy Ashdown. With this competencies Ashdown has the power to dismiss senior officials in Bosnia, if they make any violation of their post.
