Your Excellency,
Today, ten years after signing of the Dayton’s Peace Agreement, it is
completely evident that all expectations of its authors regarding BiH future
have not been fulfilled.
Peacekeeping forces have remained much longer than it was foreseen, and
at this point – it is not certain when their mission will be terminated.
Regardless its recognition by international community, Bosnia and
Herzegovina isn’t now and won’t be ever sovereign and united country while it
is ruled by the High Representative of International Community.
Although international community invested enormous resources in
economical renovation of Bosnia and Herzegovina, that still hasn’t given
expected results because, unfortunately, the overwhelming majority of people
and citizens of BiH live on the brink of economical disaster and total poverty.
Inter-nations and inter-ethnical relations are much worse and complex
today than it was the case immediately after the war.
It is very important to stress that the Dayton’s Agreement has no
chance for its full affirmation and complete implementation. Bosniacs and
political parties coming from that ethnic group have demonstrated clear
attitude from the first day of the Dayton’s Agreement entering into force –
that the main goal of their actions is disappearing and termination of Republic
of Srpska. In order to achieve their goal, they have openly lobbied both on
local and international political scene and on every occasion they searched for
their allies and support for such endeavors. Unfortunately, they found such
support mostly in the High Representative of International Community Mr. Paddy
Ashdown. And of course, in selective and biased approach to all war events on
the territory of Bosnia and Herzegovina – of the Hague Tribunal.
We are not convinced at all that his Excellency – your Ambassador in
BiH Mr. Douglas McElhaney has always worked in the best interest of all three
nations in Bosnia and Herzegovina. Actually, we could give several examples
where Mr. McElhaney openly took Bosniacs’ part.
Serbs in BiH are very concerned for their existence and their future.
Republic of Srpska as BiH Entity is much better arranged part of Bosnia and
Herzegovina. Republic of Srpska is the only place multi-ethnically arranged in
BiH. Republic of Srpska isn’t and won’t ever be disturbing factor, but on the
contrary – Republic of Srpska will always give its active and constructive
contribution in affirmation of Bosnia and Herzegovina.
Your Excellency,
International community, European Union and particularly USA, may never
allow creation of the first Islamic country in the heart of Europe, that would
permanently be cause of unstable situation not only in surrounding but, of
course, in wider region and in Europe.
We should not forget that Bosnia and Herzegovina, even ten years after
the war, hasn’t still expelled all mujahedins that had committed horrible
crimes particularly against Serbs, but also against Croats during the war in
BiH. The majority of those world-wide criminals were disreputable terrorists
and members of Al-Quaida. They are even today the largest danger for peace and
security in the whole world.
That’s why the whole democratic world must gathered in common fight
against the biggest disaster of today – terrorism. Serbs will always be US ally
in common fight against the highest evil – terrorism, global danger for all
peaceful humanity.
In its past Serbs nation has always been a friend of American people,
except during ten years of Slobodan Milosevic rule, that is govern of Bill
Clinton and his close associates. Your predecessor Ms. Medlin Albright was the
strongest opponent to Serbs nation - that will remain written in the history.
Together, of course, with Vesly Clark, Richard Holbrook …
Six non-governmental organizations from Republic of Srpska has formed
recently the Movement of Serbs for protection of constitutional position of
Republic of Srpska within BiH Constitution. This newly established association
is called “SPONA” (link, bond, connection). It consists of the most influential
non-governmental organizations from Republic of Srpska (RS), behind which 90%
of Serbs stands. “SPONA” is founded by:
RS Veteran’s Organization,
RS Camp Inmates Association,
RS Refugees Association,
RS Pensioners Association,
RS Association of Families of Killed Soldiers and Civilians and
RS Students Union.
The only aim of this Association is the protection of Republic of Srpska and
its equal position within Bosnia and Herzegovina. Our opinion is that Bosnia
and Herzegovina Constitution could not be changed without will and consent of
Serbs in BiH. Current BiH Constitution isn’t obstacle for Bosnia and
Herzegovina to move itself towards international integrations.
So we hope that Bosnia and Herzegovina won’t ever be unitary state that would
be suitable only for Bosniacs (Muslims). We are deeply convinced that this is
not the interest of Europe neither USA. Serbs are ready to build Bosnia and
Herzegovina that will guarantee to all the same rights and where all three
constitutional nations (Serbs, Croats and Bosniacs) will fill safe, free and
equal.
Your Excellency, we expect that USA and you personally give support to the
Dayton’s Agreement and its further affirmation, and that constitutional changes
in BiH may be conducted only with consent of its all three nations.
