Serbia is to preside the European Council for 6 months which
should be normal as she is an active member of
this Council.

"Richard Dicker, a director of Human Rights
Watch<http://topics.nytimes.com/top/reference/timestopics/organizations/h/human_rights_watch/index.html?inline=nyt-org>,
said having Serbia in the chair "risks undercutting the
credibility of the council itself and certainly suggests
abandoning the people who were victims of the genocide."
Mr. Dicker speaks about the "victims of the genocide",
knowing and insisting on not recognizing the final decision
of the international Court of Justice which discharged
Serbia , first of any sort of collective guilt, and second of
the "genocide". Mr. Dicker should know that USA did not sign
any sort of agreement with this Court and therefore
it is quite odd to judge someone without really completely
adhering to the organization.
The election of the Radical Party leader at the head of the
Parliament is certainly unfortunate, but it does not imply
the entire Serbian nation in what Mr. Dicker sees the
"undercutting of the credibility of the council". Besides EU, has its own
stances
to judge and choose who will, or who will not preside one of
her institutions. Mr. Dicker also knows that the Council of Europe
consists of 46 European countries and grown-up members, who
do not need his help nor his advices. If it is about conditioning
the public opinion, then it is politically incorrect, but
this is nothing new.
Sincerely
