Glas Javnosti daily, Belgrade August 1, 2008 EXCLUSIVE: Text of the Karadzic-Holbrooke Agreement Obligations 1. RK undertakes to submit his resignation to all the state and party functions. The decision goes into effect within a period of 90 days, as needed to agreed on necessary details with the rest of the leadership. The resignation must be irreversible. Directors in the party should be influenced to ease the resignation and the change in the hierarchy. 2. Until the moment of his resignation RK will not make party or state decisions nor influence others to make them if they pertain to the following: 2-1 War operations on the territory of BiH [Bosnia-Herzegovina] 2-2 Dislocation of the civilian population 2-3 International agreements - military, economic, security, regional integration 2-4 Appointment of state, party, regional, cultural administrations, officials 2-5 Dislocation of funds (effective as of 5.11. 03:30) 3. RK will withdraw from public life. This includes not giving interviews, statements (in person or through intermediaries), not publishing [...illegibly written] of political and current problems. Obligations 2 1. The US Government undertakes not to influence, directly or indirectly, the leadership of the SDS [Serbian Democratic Party] in the sense of disbanding the party... 2. The US Government is placing at RK’s disposal the sum of 600.000 USD in local currency. This sum is intended for the maintenance of RK’s present manner of life and liquid expenses during a period of six years. 3. The US Government is placing at RK’s disposal a residential building in the location previously agreed upon orally. 4. The US Government is placing at RK’s disposal a security team of not less than six people. 5. The US Government is responsible for informing RK of every possible failure to resolve his security. Final provisions: 1. This agreement is permanent. 2. Violation of the Agreement by RK will be treated as “a serious violation of an informal agreement” in the sense of article 3, paragraph 25 of the Internal Regulations and in that sense will be sanctioned immediately. 3. The agreement can be terminated consensually or upon the initiative of the US Government.
