>an ICJ decision returning Kosovo to Serbia

The ICJ cannot and will not "determine Kosovo's fate," let alone "decide to
return Kosovo to Serbia," because any such decision is outside its brief. It
was asked by the UN General Assembly for a non-binding opinion, not a
ruling, on the UDI. Whatever that opinion turns out to be, it will have
absolutely no political significance because it will be devoid of legal
weight.

The ICJ opinion would not have any such significance even now... and two
years hence the obscure news item from The Hague will not merit a single NYT
column-inch. The partes involved (including recognizing powers) will shrug
their shoulders and murmur "whatever..."

Tadic & Jermic cynically faked this postmodern performance every step of the
way, in full agreement with -- and probably on the specific advice of --
their mentors and paymasters in Brussels and Washington. Their Potemkinite
farce was meant strictly for domestic anaesthesiologic purposes.
