Ladies and Gentlemen Colleagues Today we are, without exaggeration, at a very crucial stage of modern history as a 20-year transition period in world affairs draws to a close before our eyes, a new coordinated system emerges, the basis for a polycentric system of international relations gets shaped, and a multi-polar reality takes root at all levels. Perhaps the clearest sign of this was last year’s formation of the Group of Twenty. The current financial and economic crisis has quickened the changes dramatically. It has very clearly shown how untenable the postwar global economic and financial system was, its inadequacy to today’s realities. An awareness of the need for change is felt everywhere.
