Do you have CUPS installed? Do you have an /etc/cups/cupsd.conf file? 
What are the permissions of this file? Is the CUPS daemon ("cupsd") running?

Have you installed printing at all? Did you use printerdrake for it?

If you use another printer spooler than CUPS, have you chosen the 
correct one in the KDE Printing Manager?
