You can't. And you shouldn't, either, because I don't want lawyers from Yahoo

The handler should update every few hours. If it isn't updating at all, then
you should check your output file for errors that look like this:

If you need the weather updated more frequently, ask the handler author to
modify the handler to do this. You'll probably also need to provide a good
argument as to why it should be updated that frequently. (Does your weather
change that drastically in 3 hours?)
