I just had a read. Produced by the UK-based Young Foundation. Very interesting. I am intrigued to learn more about the "Remodel" or co-production ideas. I also wonder exactly which UK councils have decided to disconnect from the constituents by blocking access to Twitter and Facebook. Of those who block or don't block what percentage have Facebook Pages or Twitter accounts. What I really want to know is what percentage of local councils gather e-mail addresses for households and seek to integrate e-communication into their services? This and what percent of residents they have signed up to their e-mail newsletter (if they have one) is the most important "social media" stat. Otherwise, all these similar reports are picking favorites by giving Facebook and Twitter a commercial advantage and moving for all practical purposes public governance into privately controlled networks. These services must complement what governments provide directly or widely across the community or "social media" will end up dividing many people from democracy and their community.
