I want to share with you a report prepared for the World Bank on the
progress of Access to Information commitments within OGP national action
plans.

Acknowledging Access to Information (ATI) has become a cornerstone for open
government, this report analyzes all 133 ATI commitments submitted by OGP
participating countries since 2011 as part of their national action plans and
it is quite innovative as it is based on implementation-related data of
such commitments produced by the Independent Reporting Mechanism (IRM) of
the OGP. It also aims to identify areas of opportunity for peer learning
and support for countries in the process of implementing new ATI
legislation or for those interested in amending existing ATI laws in the
context of OGP.

*Executive** Summary*


Access to information (ATI) has become a cornerstone for open government.
In addition of being recognized as a fundamental human right, it is also a
key mechanism that contributes to increase transparency of governments, and
to promote informed citizen engagement. In light of this, the Open
Government Partnership (OGP) includes the provision for ATI legislation as
one of the eligibility criteria for countries to join the OGP.



Given the importance placed on ATI legislation across the globe, this
report analyzes all 133 ATI commitments submitted by OGP participating
countries since 2011 as part of their national action plans (NAPs), and
based on implementation-related data of such commitments produced by the
Independent Reporting Mechanism (IRM) of the OGP. This report aims to
identify areas of opportunity for peer learning and support for countries
in the process of implementing new ATI legislation or for those interested
in amending existing ATI laws in the context of OGP.
