Generation of Public Value through Smart Technologies and Strategies



Special Issue of the International Journal of Public Sector Management



International Journal of Public Sector Management is seeking scholarly
manuscripts for a special issue on Generation of Public Value through Smart
Technologies and Strategies, scheduled for publication in the first
semester of 2019. International Journal of Public Sector Management focuses
on the common issues which public sector managers, administrators and
policy-makers face in a world of over-improving efficiency and
effectiveness in situations of scarce resources and rising public
expectations. Theory, concepts, methods and practical experience are all
drawn upon. A blind review process ensures the journal's validity and
relevance. International Journal of Public Sector Management its necessity
from public demands for higher standards of service and commitment to
improvement. These demands, balanced against shrinking budgets and staff
levels, leave the public sector manager requiring all the information and
ideas available, as well as experience, to motivate a demoralized
workforce, satisfy government officials and win over an increasingly
hostile public.



Scope and focus of the Special Issue



This special issue targets high-quality research on topics related to
Generation of Public Value through Smart Technologies and Strategies from
different perspectives, including economic, social, legal, and political
lenses. It also looks for studies highlighting different dimensions of
public management, including transparency, openness, and accountability;
public- private partnerships; human resources satisfaction and improvement;
communication and marketing; crowd-sourcing, collaboration, and citizen
participation in the public sector; new governance forms; smart design of
public services; policy effectiveness; and post-New Public Management
discourses and theories.



Smart technologies may include different tools and applications such as Big
Data, Cloud Computing, Blockchain, Internet of Things (IoT), Artificial
Intelligence (AI), crowdsourcing platforms, open data portals,
microblogging, social networking, multimedia sharing, virtual worlds,
online participatory platforms, among others. The study of these smart
technologies and their corresponding strategies in public management is
important to understand the process by which governments and citizens
exchange information. In other words, smart technologies have the potential
to transform the mediation process between government actors and the
citizenry, which could have a significant impact on the co-creation of
services and the delivery of public value.



Different public agencies across the world have recently experienced
advances in this field, but the impact of smart technologies and strategies
on public management is not clear. Therefore, this special issue will
assess the existing potentials, pitfalls, opportunities, and/or risks
derived from the implementation of smart technologies in public management
to foster co- creation of services and the generation of public value. The
papers are expected to emphasize public management implications (including
“post-New Public Management” and Web 2.0) of smart technologies and
strategies and how and why they can make a difference in the process of
value creation of public services and data.



Intended Contributions



This special issue will welcome contributions from different perspectives
and areas of research on Generation of Public Value through Smart
Technologies and Strategies. It is oriented to bring together
international, high-quality research to produce theoretical and empirical
insights on aspects related to the adoption, use, results, and impacts of
smart technologies. In recent issues, International Journal of Public
Sector Management has hosted related contributions on public value and
co-creation of public services, including areas such as public innovation,
transparency, open governance, collaboration in public services, good
governance, public-private partnerships, and organizational performance.
This special issue aims to provide a broad perspective on the possibilities
of smart technologies to foster the co- creation of public services and the
generation of public value in management processes, based on the
collaborative, social, and horizontal nature of smart technologies.



This special issue welcomes conceptual, empirical, qualitative,
quantitative and mixed-method research papers. Topics may include, but are
not limited to, the following:



•             Theories and discourses on Generation of Public Value through
Smart Technologies and Strategies. The interplay between co-creation of
public services, public value, and smart technologies opens up a
cutting-edge field of research and a theoretical challenge for post-New
Public Management theories and approaches. What theories and discourses can
be applied to improve the analysis and understanding of public management
based on smart technologies?

•             Approaches to Generation of Public Value through Smart
Technologies and Strategies in Public Administration. Management of smart
technologies in the public sector is based on political vision and
strategic implementation. Who should engage in formulating those policies,
and how can or should different governmental actors and social agents
participate?

•             Policies for implementation of smart technologies and
strategies in public management to create public value with the co-creation
of services. Successful implementation of smart technologies in government
depends on careful attention to different features of the public sector.
What are the most relevant managerial issues to adequately achieve the
objectives of smart technology implementation in public organizations?

•             Human aspects are related with the development of public
value and the co-creation of services through smart technologies. This wave
of technological innovation introduces new managerial requirements in
public agencies, including human resource management, new public sector
profiles, and social competencies. How should government leaders manage
smart technologies for public employees and citizens and what competencies
should they acquire to successfully meet those management challenges?

•             Crowd-sourcing, co-production, and citizen participation in
the public sector through smart technologies to deliver public value.
Social engagement is a fundamental part of the adoption and diffusion of
smart technologies in government. How do smart technologies facilitate
crowd-sourcing, co- production, and citizen participation with the public
sector and how do those activities create public value?

•             Public management use of data and information from smart
technology applications, including data collaboratives, big data,
artificial intelligence, and open data portals, among others. The use of
smart technologies amplifies the data at the disposal of public agencies.
What are the most pressing data needs among government organizations? How
can government agencies use data derived from citizens to create public
value? To what extent can co-creation of public services be developed using
smart technologies?

•             Effects derived from the use of smart technologies in public
management. The revitalization of co-creation practices with smart
technologies may alter different areas of public management,
government-market relationships, and the relationship between government
and the citizenry. What are the most important social, economic, legal, and
political effects of smart technologies that public agencies should address
in the near future?

•             Limitations and challenges of smart technologies to create
public value and co-create services with citizens. Different challenges and
threats remain as new ones emerge for smart technologies in public
management. What are the most salient challenges derived from the use and
diffusion of smart technologies in public sector management?





Special Issue Guest Editors:



The special issue is being edited by Dr. J. Ignacio Criado (Department of
Political Science and International Relations, Universidad Autónoma de
Madrid, Spain) and Dr. J. Ramon Gil-Garcia (Rockefeller College of Public
Affairs & Policy & Center for Technology in Government, University at
Albany, State University of New York, USA).



Submission procedure and important dates



The submission procedure will follow the usual norms and regulations of
International Journal of Public Sector Management and EMERALD. The issue is
expected to be ready for publication in 2019, based on the following
timeline:



Article proposal due (not more than 1000 words): December 15, 2017

Proposal notification sent: January 15, 2018

Full articles submissions due: March 1, 2018

Peer review results: July 1, 2018

Final revised papers due: September 15, 2018

Notification of final acceptance: November 1, 2018

Publication: Beginning 2019
