There ist no difference for 1.6.1. It creates new files with:

nffd = open(filename, O_CREAT | O_RDWR | O_TRUNC, S_IRUSR | S_IWUSR | S_IRGRP | 
S_IROTH );

which means, user/group/others have read access.
