Yes - it does. Juniper just calls their flow export 'cflow' as to my knowledge 
the term 'NetFlow' is CISCO trademarked,
although everybody speaks about netflow.

I'm not aware, what causes trouble with v9. Maybe some juniper users can 
comment on this. If there is an issue, which
should be solved with nfdump, just let me know.
