On Behalf of Digital Society Foundation, taking up some focussed activities
towards reducing the "Phishing Risks" from the point of view of the victims.

Also intending to collect information from victims of Phishing so that a
consolidated representation can be made to the Reserve Bank of India for
suitable measures to protect Bank Customers from Phishing.

In many cases we have found that Phishing money is transferred from one
branch of a Bank to another branch of the same Bank and is withdrawn by the
customer of the other bank. Later it is found that the Bank has no proper
KYC on the fraudster and bull dozes the victim into bearing the loss
himself.

Recently RBI has imposed a fine of Rs 5 lakhs on ICICI Bank for failure in
following KYC norms in one case. This is a welcome step and has to be
extended to all cases of Phishing frauds in which Bank finds out that there
has been a failure of KYC.

But RBI needs to do much more than what it has done now and there is a need
to put public pressure on RBI in this regard.

We are aware that Cyber Crimes are today thriving under a well groomed
network where identity theft, hacking, phishing etc are all inter connected
in a chain with different groups specializing in different roles.

We look forward to the support from all the members of this group in my
immediate next objectives of

a) Collecting Phishing information and locating victims
b) Organizing the one day seminar in Bangalore

DSF placed a form for collection of information at
http://www.dsfi.in/phishing_report.doc which may be downloaded and completed
by phishing victims. I request the members to spread this information as
widely as possible so that we can get information from as many persons as
possible.

Police officers/Media persons in the list may kindly help with information
that they can share or distribute.
