Akshat Am just wondering, the attachments are also part of MIME protocol along with the body of the message, when message is sent to anyone. So, it may be difficult to remove attachments though you can block outbound mails to public email domains (yahoo, gmail, etc). You might need additional processing capability or software as Naik said in his response to do such control over email. If you can provide us little more information on mail server being used, existence of any mailproxies or gateways already or etc... so that we can assist you with steps to implement such settings...
