I need a code review for the fix of CR 6352445:

The problem can be seen by the following test sequence:

Server: (make sure nfsd is not started yet)
# share  -F  nfs  /tmp

Client:
$ time cp  /etc/motd  /net/server/tmp

Server:
# change the time of day back by five, or more, minutes.

The time for the client to complete the 'cp' was delayed by the
amount of minutes adjusted  on the server, instead of the normal
90 secs grace period.

When the same test sequence was done, but this time the time of
day of on the server was set forward five, or more, minutes. The time
for the client to complete the copy is only few seconds. The server
did not enforce the grace period.
