This process uses pkgadd -R to install packages into a newly created 
miniroot directory.  I was able to solve this problem by manually 
importing the following manifests:

var/svc/manifest/network/nfs/*
var/svc/manifest/shares/group.xml
var/svc/manifest/milestone/network.xml
