It does not need to be implemented, and has been removed from 2.4.

However, 2.4 has a new API for FSALs, and has reached -RC, so it's 
stable at this point.  I'd recommend writing new FSALs agains 2.4, 
rather than 2.3, to avoid having to port to the new API in a few weeks 
when 2.4 comes out.
