Change subject: Add handle_to_key export operation.

Add handle_to_key export operation.
Added/modified comments to reflect what various handle functions do.
extract_handle only extracts host-handle from the wire handle opaque
portion. handle_to_key export operation is needed to get the key from
the extracted host-handle.
