New (empty) sample config
Other projects that want to interact with Ganesha (including OpenStack)
have asked for a default installed config file that can allow Ganesha to
start. They plan to configure Ganesha entirely via DBus.
Add a sample config file, with some common, commented options, but with
nothing uncommented. This allows less confusion for new users, and
allows integrators to run it unmodified.
