Change subject: Move fsal_staticfsinfo_t into fsal_module.

Move fsal_staticfsinfo_t into fsal_module.
With this change, for FSAL GPFS, PSEUDO, PANFS, VFS,
XFS, MDCACHE, and NULL, private fsal module is no more required.
Refactored the code accordingly.
