I had this problem and it was SELinux causing it. An alternative fix is that nfsen.comm must have the correct permissions and ownership on it.

I think I made all what was needed (make a symbolic link to the directory containing nfsen.php in the www directory of my apache, and then restart the server..) The apache server is run as a user_X, while the new snapshot is run by user_Y, but does it matter? I don't think so...
