I had this problem and it was SELinux causing it.

An alternative fix is that nfsen.comm must have the correct permissions and
ownership on it.

$BASEDIR/var/run/nfsen.comm

Hi, I've just installed the latest nfsen snapshot (20070312). I'm not
upgrading from (1.2.4), but rather  running it as a parallel instance.
I managed  to make it correctly start, collect raw data and generate
regularly .gif and .rrd files.
But I get this error when I try to visualize it all with my browser:

ERROR: nfsend connect() error: Permission denied!
ERROR: nfsend - connection failed!!
ERROR: Can not initialize globals!

I think I made all what was needed (make a symbolic link to the
directory containing  nfsen.php in the www directory of my apache, and
then restart the server..)

The apache server is run as a user_X, while the new snapshot is run by 
user_Y, but does it matter? I don't think so...
