Does this mean I should adjust the defaults in order to get alerts on that kind of traffic?

Checking the I1_Inbound.rrd file you sent I could see that FAILURES RRA is almost zero between Jun 18 16:00:00 and 18:00:00. (I assume timestamp on your graph refers the middle of the picture.) There are absolute no alerts for packet_any data source. I1_Outbound contains alerts for flows_icmp, traffic_other and packets_icmp DS between 4pm and 5pm. So I think the plugin did not miss anything. It had no input. There must be some other reason of rrdtool decided not to alert.
