Try something like this instead:
location /store/ {
if ($arg_start) {
rewrite ^/store/(.*) /nostore/$1 last;
}
proxy_pass ...
proxy_store on;
}
location /nostore/ {
# no proxy_store here
proxy_pass ...
}
