I didn't see any notes to this effect on the downloads page. This is a critically visible problem that is probably turning new users and other OSS toe-dippers off of NH, or at least off of 2.1 GA, especially if there isn't a reason included directly on the downloads page. Perhaps add a xp_zip_known_issue_readme.txt to the 2.1.0.GA filegroup?
