Our application is indeed single-user. The problem here is not the cost, it is deployment. Our application would be deployed to a very wide audience with a range of hardware which we don't have much control over. Having to install something like SQLExpress would complicate installation and support. Also given that we would not be storing huge volumes of data, I would've though SQLCE (or SQLite) would fit this criteria well.
